answer text <p>The Committee on the Medical Effects of Air Pollutants (COMEAP) is currently considering how to quantify the association between long-term average concentrations of ambient nitrogen dioxide and mortality in the UK and intends to publish its views in due course.</p><p> </p><p> </p><p> </p><p>A COMEAP working group has provided interim recommendations to Defra on methods for use in quantifying health benefits associated with reductions in nitrogen dioxide. We are considering these as part of the evidence base being used to develop the plans to bring the UK into compliance with EU limits for nitrogen dioxide.</p><p> </p><p> </p> more like this

answer text <p>Our priority is a review of the Integrated Administration and Control System (IACS) to ensure inspections, penalties and controls are proportionate to the EU Fund, and costs to Member States' implementation. There are two key areas that underpin IACS that can help achieve this ambition: a simplification of the inspections regime to make it more proportionate and risk-based, whilst maintaining an effective fraud deterrent; and a more pragmatic and proportionate penalties and control regime. This will help streamline the Common Agricultural Policy by reducing overall administrative burden and be fairer for farmers.</p><p>The European Commission has a requirement to review the Greening Ecological Focus Area requirements in 2016 and we expect work to commence in the autumn of this year. UK Ministers have asked the Agriculture Commissioner to extend his review to also cover the other elements of the Greening requirements, in particular the Crop Diversification requirement.</p><p> </p><p> </p><p> </p><p>As part of this work, we continue to develop our underpinning evidence base.</p><p> </p><p> </p>

answer text <p>Adaptation is embedded as an integral part of policy across Defra and all levels of Government and within a broad range of programmes and activities that support and build the UK’s resilience to climate change.</p><p> </p><p> </p><p> </p><p>Defra, as the lead Department, maintains a core adaptation team that supports the implementation of the Government’s responsibilities for climate change adaptation under the Climate Change Act 2008. Resources allocated to this support role vary according to our position in the five-year cycle set out under the Act and the progress we have made in embedding adaptation within Government policies, programmes and activities.</p><p> </p><p> </p><p> </p><p>The core Defra adaptation team delivered the very first UK Climate Change Risk Assessment in 2012 and the very first National Adaptation Programme (NAP) report in 2013. The focus since then has been on delivering those actions set out in the NAP report which has reduced the need for a large core team.</p><p> </p><p> </p><p> </p><p>The direct staff support that Defra and its agencies provided for climate change adaptation between 2010-11 and 2014-15 is set out in table A. These figures include Environment Agency staff delivering the Climate Ready Support Service between 2011-12 and 2014-15. It is not possible to predict the numbers of staff that will be required in these adaptation roles in future.
