answer text <p>Section 14 of the Cabinet Office ‘Guide to making legislation’ states that Impact Assessments are generally required for all UK Government interventions of a regulatory nature. The latest version of the ‘Better Regulation Framework Manual’, in its definition of “Regulation”, clarifies that Regulation does not include tax and spending decisions.</p><p> </p><p>The Capacity Market, and the proposals outlined in the consultation on further reforms to the Capacity Market, is classified as ‘Tax and Spend’. Therefore Section 14 does not apply to this policy and a consultation stage Impact Assessment is not needed. answer text <p>DECC has consulted on changes to the Renewable Heat Incentive. Whilst there is no specific category for “crop”, one proposal is to limit payments for biogas or biomethane derived from feedstocks other than wastes or residues. Grass grown for the purpose of producing biogas or biomethane would not be categorised as a waste or residue and therefore would be subject to limited payment according to the proposal set out in the consultation.</p><p> </p><p>The final decisions will be set out in the Government Response later this year, having taken into account the views and evidence submitted in response to the consultation.</p><p> </p><p> </p><p> </p> more like this

answer text <p>In addition to the information previously identified (e.g. fossil fuel prices, electricity demand), many other assumptions that underpin Levy Control Framework (LCF) forecasts are already in the public domain.</p><br /><p>For example, strike prices for signed Contracts for Difference are available on the Low Carbon Contracts Company (LCCC) website, Renewable Obligation and Feed in Tariff Scheme deployment data is published monthly on the <a href="http://www.gov.uk/government/statistics/renewable-energy-planning-database-monthly-extract" target="_blank">Renewable Energy Planning Database</a> and <a href="http://www.ofgem.gov.uk" target="_blank">Ofgem’s website</a> respectively, with latest technology-level data on load factors published as part of DECC’s Energy Trends series.[1] Scheme-specific assumptions are also published for the Renewables Obligation (when setting the level of the Obligation[2]), Feed-in Tariffs (as part of the recently-published Review[3]) and the CfD (as part of the Allocation Framework notice[4]).</p><br /><p>We are unable to release some commercially sensitive data, particularly where it would affect specific projects or companies (e.g. projected load factors or the exact commissioningdates). Doing so could undermine potential future CfD competition.
