answer text <p>We will be spending around £6 billion on childcare support in 2019 to 2020 - a record amount. That will include funding for our free early education entitlements, on which we plan to spend around £3.5 billion this year alone.</p><p> </p><p>The early years national funding formula, which we introduced in April 2017 following extensive consultation, allocates our funding to local authorities fairly and transparently.</p><p> </p><p>The department allows local authorities to retain some funding to cover administrative costs and statutory duties, so long as the vast majority, 95%, is passed on to providers.</p><p> </p><p>The government recognises the need to keep the evidence base on costs up-to-date. We continue to monitor the provider market closely through a range of regular and one-off research projects which provide insight into various aspects of the provider market.</p> more like this

answer text <p>The government wants every child to be in a stable, loving home that is right for them.</p><p>One of the key principles of the legislation that underpins the UK’s child protection system is that children are best looked after within their families.</p><p>However, as a last resort, after other steps have failed, local authorities may apply to the independent courts for a decision about removing a child from his or her family where there are concerns that the child is at risk of significant harm.</p><p>Where a child cannot live at home, we must make sure that they are safe and that they receive the highest quality care, which is why we are working hard to improve social care support for such children.</p><p>We recently announced an additional £410 million for adult and children’s social care in 2019-20. We are also investing £84 million over the next 5 years through the Strengthening Families, Protecting Children programme to build on three of our most promising Innovation Programme projects, with the aim of improving social work practice to enable children to stay safely at home in stable family circumstances, where that is in their best interests.</p>

answer text <p>The department has made no specific assessment on this matter as it is up to schools themselves to decide how to organise curricular and non-curricular activities.</p><p>All schools have to provide a broad and balanced curriculum. Ofsted is currently consulting on proposals for a new inspection framework which has a strong emphasis on curriculm, alongside a focus on pupils’ personal development and extra-curricular opportunities.</p><p>The attached table, taken from the School workforce in England 2017 publication, indicates that in state funded secondary schools the proportion of all teaching time spent on core subjects has increased.</p> more like this

answer text <p>This government recognises the need to invest in social work. Since 2010 we have invested over £800 million in the training and practice of social workers. Our reforms aim to ensure that child and family social work remains an attractive career choice, and that more people are supported to remain in the profession.</p><p>More than 1,700 people have been trained through our fast-track programmes, Frontline and Step Up to Social Work. Alongside this, 22 teaching partnerships, involving 108 local authorities and 50 higher education institutes, are helping ensure that social work students are better prepared for the realities of practice.</p><p>We recognise that the quality of supervision and wider leadership can be key to recruitment, retention and opportunities for development and career progression. That is why we are investing in reforms, such as improving leadership and providing high quality continuing professional development (CPD).</p><p>As we move towards the Spending Review, we will keep the level of investment in social work education under review.</p>

answer text <p>The statutory School Admissions Code (the Code) sets out that admission authorities must ensure that ‘the practices and the criteria used to decide the allocation of school places are fair, clear and objective’ and that a school’s oversubscription criteria must be ‘reasonable, clear, objective, procedurally fair, and comply with the relevant legislation, including equalities legislation’. The Code further provides that an admission authority cannot discriminate against or disadvantage disabled children or those with special educational needs.</p><p>Any parent who has been refused a school place may appeal to an independent appeal panel. If the appeal panel finds that the school’s admission arrangements were unlawful, or incorrectly applied in the case at hand with the result that the child was wrongfully refused admission, the panel can uphold the appeal and the child must be admitted.</p><p>Anyone who believes that a school’s admission arrangements do not comply with the Code may make an objection to the Office of the Schools Adjudicator. The decision reached by the schools adjudicator is binding and enforceable by my right hon. Friend, the Secretary of State for Education.</p><p>In addition, where a child with special educational needs has an education and health and care plan, which names a school, that school is required by s43 of the Children and Families Act 2014 to admit the child.</p>
