answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>The Department expects that the free schools route will be the main route for establishing new schools in England. Where local authorities identify the need for a new school, section 6A of the Education and Inspections Act 2006 requires them to seek proposals to establish a free school.</p><p>However, it remains possible for proposers to publish proposals for a new local authority maintained school at any time in a limited set of circumstances.</p><p>The table attached sets out the number of new provision local authority maintained schools established compared to the number of free schools, since the 2015/16 academic year[1].</p><p>There is one foundation school proposed to open in 2019/20 and 284 pipeline free schools.</p><p>On 29 May 2019, the Department announced the outcome of the first round of the Voluntary Aided Capital Scheme, which gave in-principle agreement for the Department to fund the establishment of a new voluntary aided school. The Department also placed two further bids on hold whilst we work with the proposers to identify a suitable site for their proposed school. The successful proposer will now need to follow the statutory process for establishing a new maintained school. The local authority will be responsible for making the final decision as to whether to approve the school.</p><p> </p><p> </p><p>[1] This data is taken from Get Information about Schools (GIAS). Responsibility for updating GIAS is shared between the Department, local authorities and schools and is continuously updated. Therefore, we cannot guarantee the accuracy of the data. This data includes schools whose reason for opening is listed as ‘new provision’ on GIAS. The Education Act 1996, defines a school as an educational institution which is outside the further education sector and the higher education sector and is an institution for providing primary education, secondary education, or both primary and secondary education. Legislation permits all categories of schools to expand onto additional sites.</p><p>The selective schools expansion fund application guidance sets out that bids for expansions onto an additional site are permitted. The guidance highlights that the establishment of new selective schools is unlawful and that the Department must be confident that satellite proposals are genuine expansions and would not constitute new schools. answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>New multi-agency arrangements were introduced through the Children and Social Work Act 2017, which set the framework for how the three safeguarding partners (police, health and local authorities) should work with other key agencies, including schools, to safeguard and promote the welfare of children in their area.</p><p>Once designated as a relevant agency by the safeguarding partners, schools must comply with their local arrangements. Beyond this, it is up to schools to decide how best to operate in practice with health and social care services to provide support for pupils and their families and engage with the community more widely.</p><p>The Government recognises that schools are well placed to act as a focus for collaborative delivery of early intervention services, an important part of maintaining children and young people’s engagement in education.</p><p>An example of this will be the introduction of new mental health support teams as part of the proposals set out in the 'Transforming Children and Young People’s Mental Health Services' green paper. These teams will work collaboratively across schools, colleges and NHS mental health services to support children with emerging and moderate mental health issues and to boost preventative activity. Many schools build pastoral support around their relationships and health education provision.</p><p>To support all schools to deliver high quality Relationships Education, Relationships and Sex Education and Health Education, the Government is consulting on new statutory guidance and regulations for schools.
