answer	answer is ministerial correction date of answer 10/03/2021 answer text <p>It is the Government’s aim to ensure all young people receive a world-class education which allows them to reach their potential and live a fulfilled life. In turn, we support the right of parents to educate children at home when they wish to do so and can provide a suitable education.</p><p>On 25 February, the Department announced proposals to fairly award all pupils a grade that supports them to progress to the next stage of their lives. These proposals include a clear and accessible route for private candidates to work with a centre to receive a grade this year, at the same time as other candidates. Exam boards will provide centres with clear guidance on the evidence they can use to assess a private candidate. They will though need to take account of the Department’s, ‘Elective home education; guidance for parents’, which is published here: <a href="https://www.gov.uk/government/publications/elective-home-education" target="_blank">https://www.gov.uk/government/publications/elective-home-education</a>.</p><p>Where a child who is home educated takes part in a group activity at the home of others who have chosen to home educate, the host should, as far as possible, follow the published guidance and also the guidance on working safely during coronavirus in other people’s homes which can be viewed here: <a href="https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19/homes" target="_blank">https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19/homes</a>.</p><p>This applies only to group activities which have the principal purpose of education and should not be used to justify purely social activities beyond those recommended under the government’s general guidance on social distancing.</p><p>Multiple groups of 15 plus staff can use the same shared space, if that is necessary, with distancing between the groups. Where this is the case the other protective measures, within the guidance for providers, will be even more important to minimise the risk of infection and transmission of the virus. Initial conversations with local authorities indicate that the majority have noticed an increase in enquiries from parents about home education. We know that the COVID-19 outbreak is likely to affect the mental health and wellbeing of children and young people, including in the longer term.</p><p>We have been working with health partners such as Public Health England and Health Education England to provide resources and guidance to support and promote the mental health of children and young people during the COVID-19 outbreak. We have signposted resources on supporting and promoting mental wellbeing in the list of resources to help children who are learning at home. The government has also provided additional funding to mental health charities to adapt, expand and reach out to those children who are most vulnerable. We understand that institutions will consider a range of other evidence and information for these students to allow them to progress wherever possible. The Department has therefore announced that there will be an opportunity for these and other students to sit exams in the autumn. Following Ofqual’s consultation on this autumn series, it has been confirmed that students will be able to sit exams in all subjects at A, AS level and GCSE.</p><p>Ofqual has also asked university and college representatives associations to consider the steps that universities and colleges could take when making admissions decisions this summer for any external candidates who do not receive a grade. The list includes resources in six priority areas including maths, English, science, PE, mental wellbeing and SEND, from Early Years to Key Stage 5, and which are currently available for free.</p><p>The Department has also worked with the BBC on its comprehensive new education package, available on TV, via the red button and iPlayer, and online at BBC Bitesize. No exams will take place in summer 2020.</p><p>There will be an opportunity for students to sit exams in the autumn term, if they feel their calculated grade does not reflect their ability. There will also be a small group of students for whom there is not enough evidence for a calculated grade to be derived in the summer, including some home educated students. It is particularly important that these students are able to achieve grades through the additional exam series.</p><p>We have published guidance that sets out our expectation that the exam centre that submitted entries for students for exams in summer 2020 should enter them in the autumn if they wish to take exams, or take responsibility for ensuring that they have somewhere appropriate to sit their exams in exceptional cases where attending the original centre is not the best option for the student. Friend, the Secretary of State for Education, announced to the House on 18 March, the Government has taken the difficult decision to cancel all examinations due to take place in schools and colleges in England this summer, as part of the fight to prevent the spread of coronavirus.</p><p>The Department’s priority is to ensure that students can move on as planned to the next stage of their lives, including starting university, college or sixth form courses or apprenticeships, in the autumn. For GCSE, AS and A-level students, we will make sure they are awarded a grade which reflects their work. Our intention is that a grade will be awarded this summer based on the best available evidence, including any non-examination assessment that students have already completed.
