There are many factors that contribute to placement instability and we are now collecting data to help understand the reason for placement changes. Planned moves are often in the best interests of the child. A first placement may be organised at short notice due to an emergency and may not be a perfect fit, or a child may need a short-term placement for specialist care.</p><p>To improve placement stability, the department has invested in the Mockingbird Family Model, which is an innovative approach to strengthening the delivery of foster care and reducing placement breakdown. Since 2014, the department has provided over £8 million to help a total of 58 local authorities across the country embed the Mockingbird programme. £1.7 million of this was provided as part of the Covid Regional Recovery Fund.</p><p>Recognising the urgency of action in placement sufficiency, the department will prioritise working with local authorities to recruit more foster carers. We gave these reforms a high profile launch at the British Association of Adoption and Fostering conference on permanence in October 2014, where they formed the centrepiece of my speech.</p><p> </p><p> </p><p> </p><p>The Care Planning and Fostering (Miscellaneous Amendments) Regulations 2015 and associated guidance came into force on 1 April 2015. The pack illustrates why publishing the rate of re-entry to care for each local authority alone could be misleading. We do not, therefore, have current plans to publish this data. This shows that at 31 March 2014, 40 looked after children aged 12 years and over placed in secure units, children’s homes and hostels were mothers.</p><p>However, it is possible that these children were not looked after when they had their child. answer	answer is ministerial correction date of answer 29/01/2015 answer text <p>The rate of teenage pregnancies has fallen by 30% since 2010 – and is now at the lowest rate it has been for 40 years. The number of teenage mothers in care has also fallen by 23% over the same period.</p><p>The Department for Education is taking steps to ensure this progress continues and will shortly be introducing new quality standards for children’s homes which will set demanding expectations of the care and protection they provide to children and young people, including teenage mothers.</p><p>The Quality Standards will be accompanied by a guide, which will help staff understand what is expected of them, including helping children to develop strategies to form healthy relationships and know when a relationship is unhelpful or abusive.</p><p>Since 2010 the Government had introduced a range of measures to help strengthen support for all looked after children, including teenagers making the transition to adult life.
