answer	answer is ministerial correction date of answer 02/12/2014 answer text <p>The Department for Education uses the Teacher Supply Model (TSM) to calculate the optimum number of Initial Teacher Training (ITT) places required to match the future supply of teachers to the estimated demand for qualified teachers within the state funded sector in England. The National College of Teaching and Leadership (NCTL) use this information to inform their allocation of ITT places to teacher training providers.</p><p> </p><p> </p><p> </p><p>The Department does not include pension and National Insurance contribution as factors in econometric forecasts of numbers who will leave the profession; however we do use average relative pay.</p><p> </p><p> </p><p> </p><p>Whilst the Department estimates future teacher demand at a national level, decision-making taken at school level determines the actual number of teachers required. In addition, the reforms to teachers’ pay that were introduced from September 2013 have given schools greater freedom to develop local reward packages which enable them to attract and retain the good teachers they need.</p><p> </p><p> </p><p> </p><p>The Department has published the TSM online, along with an outline of the wastage forecast methodology. Supporting local authorities to create school places where they are needed most is one of the Department for Education’s main priorities. That is why we have committed £5 billion in capital funding between 2011 and 2015 to help local authorities to create new school places. In addition we have announced an additional £2.35 billion in capital funding to help create new school places that will be needed by September 2017.</p><p> </p><p>This support has already enabled local authorities to create 260,000 additional pupil places between May 2010 and May 2013, including 212,000 primary places, with more in the pipeline for September 2015. Special Guardianship was introduced as a new permanence option for children that offered greater security than foster care, but without the absolute legal severance from their birth family. The numbers that were recruited in 2011-12 for each local authority area are included in the attached table. Equivalent local authority figures for 2012-13 and 2013-14 are due to be published in January 2015, although national figures are already available for 2012-13. At the start of 2014 the Department for Education held a successful conference to promote such partnerships, and last month the Department announced that 18 new primary sector partnerships would be getting DfE funding for their start-up costs. Ideally partnerships draw on the strengths of each member school to maximise advantage for all pupils. answer	answer is ministerial correction date of answer 02/12/2014 answer text <p>Local authorities and their Standing Advisory Council for Religious Education (SACRE) are responsible for drawing up locally agreed syllabuses which all non-faith-based maintained schools, and some voluntary controlled and faith designated foundation schools, must follow. These syllabuses should be broadly Christian whilst taking account of the teaching and practices of the other principal religions represented in Great Britain.</p><p> </p><p>Faith schools may develop their own syllabuses according to their trust deeds and/or the tenets of their faith.</p><p> </p><p>SACREs should monitor the provision and quality of RE taught according to the agreed syllabus, and provide advice and support on the effective teaching of RE in those schools.</p><p> </p><p>SACREs can draw on resources produced by experts when carrying out their work. answer	answer is ministerial correction date of answer 08/12/2014 answer text <p>Secure Children’s Homes provide specialist care in a secure environment for some of the most vulnerable young children in England to protect them, and others around them from harm, including girls at risk of child sexual exploitation.</p><p>In light of the growing demand for placements of children considered vulnerable, it is important that the system of provision sufficiently meets the changing needs of children that need to be placed in a secure setting.</p><p>The Department for Education is conducting a review of Secure Children’s Homes to examine the current and likely future need of places and what changes, improvements or new forms of provision may be required to ensure those needs are met. We have also announced steps to improve practice, such as better data collection on children who go missing.</p><p>Through the Innovation Programme we have also invited proposals for new ways of supporting vulnerable adolescents, including a number of bids that seek to prevent Child Sexual Exploitation.</p><p>The Department has recently consulted on changes to children’s homes regulations to introduce new Quality Standards. This includes a specific standard setting out that children are to be protected from harm and enabled to keep themselves safe.</p><p> </p><p>We are also undertaking wider reforms to social work practice, including the development of new assessment and accreditation system which will provide a practice based career pathway for children’s social workers in England, announced by the Secretary of State at the recent NCAS conference and an expansion of schemes like Frontline – which will improve the quality of social work.</p> answering member printed Lord Nash question first answered 08/12/2014 17:19:19 answering member 4270 label Biography information for Lord Nash
