We will establish a steering group this year to oversee this work. answer text <p>The department published the Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Improvement Plan, which sets out the next steps we will take to deliver a more positive experience for children, young people and families. The plan can be found here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1139561/SEND_and_alternative_provision_improvement_plan.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1139561/SEND_and_alternative_provision_improvement_plan.pdf</a>.</p><p>The department will establish a single national system that delivers for every child and young person with SEND so that they enjoy their childhood, achieve good outcomes, and are well prepared for adulthood and employment.</p><p>Family hubs have an important role to play in supporting the delivery of this vision for children with SEND. The department has announced a package of around £300 million to transform a wide range of services for parents, carers, babies, and children in half of upper tier local authorities across England, including by creating a network of family hubs. The department has published guidance setting out the expectations of local authorities receiving a share of the funding, which includes specific expectations around hubs helping families who have children with SEND to access appropriate support and services. answer text <p>The Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Green Paper sets out the government’s assessment of the challenges that the SEND and AP system face, including education, health and care (EHC) plans. The government has published its proposals to deliver improvements through developing reformed templates and guidance to deliver a nationally consistent EHC plan process. which makes greater use of digital technology, with the aim to increase consistency and the speed with which support is put in place.</p><p>The government continues to support local authorities with their core budgets, increased to £60 billion for the next financial year. Local authorities have the flexibility to spend according to local needs and priorities, including to undertake the EHC needs assessments.</p> more like this

answer text <p>The department is expanding the current free childcare offer, so that eligible working parents in England will be able to access 30 hours of free childcare per week for 38 weeks per year from when their child is 9 months old to when they start school.</p><p>From April 2024, working parents of 2-year-olds will be able to access 15 hours of free childcare per week (across 38 weeks of the year). From September 2024 this will be extended to parents of 9 month to 3-year-olds, and from September 2025 working parents of 9 month to 3-year-olds will be able to access 30 free hours per week (38 weeks a year).</p><p>Parents who already have childcare arrangements in place will be able to benefit from this new offer, as well as benefiting from the government’s current range of childcare offers, which includes the free early education entitlements as well as Tax-Free Childcare and Universal Credit Childcare.</p><p> </p> more like this

answer text <p>Well-planned transitions are key to setting children and young people up for success.</p><p>On 2 March 2023, the department published the Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Improvement plan, in response to the SEND and AP Green Paper, published in March 2022. The Improvement Plan outlines the government’s mission for the SEND and AP system to fulfil children and young people’s potential, build parents’ trust, and provide financial sustainability.</p><p>The department will improve ordinarily available mainstream provision with new national SEND and AP standards, to ensure we deliver a consistent experience regardless of the setting a child or young person attends, where they live, or their family background.</p><p>As part of this, the department is currently exploring good practice on transitions, to provide consistent, timely, and high-quality preparation for children and young people with SEND when they transition between different stages of their education, employment, or adult social care services.</p><p>To further help with preparation for adulthood, the department is supporting the Department for Work and Pensions to develop an Adjustments Passport that will help to smooth the transition into employment and support people changing jobs, including people with SEND. The Adjustments Passport will capture the in-work support needs of the individual and empower them to have confident discussions about adjustments with employers.</p><p> </p>

answer text <p>The department does not estimate the average annual cost of childcare in the way the question has set out. The reporting year 2021 ‘Childcare and early years survey of parents’ incorporates a breakdown of weekly childcare spend at family level, which includes families with 1, 2 or 3+ children, and also at child level, including child age. It is also the case that some parents use formal childcare in term time only (38 weeks) whereas others use it year-round.</p><p>In the Spring Budget announcement of 15 March 2023, my right hon. Friend, the Chancellor of the Exchequer, announced transformative reforms to childcare for parents, children, and the economy. By 2027/28, the government will expect to be spending in excess of £8 billion every year on free hours and early education, helping working families with their childcare costs. This represents the single biggest investment in childcare in England ever.</p><p>The reforms include:</p><ul><li>Providing over £4.1 billion by 2027/28 to fund 30 hours of free childcare for children over the age of nine months</li><li>Investing £204 million from September 2023, rising to £288 million in 2024-25 to uplift the rates for existing entitlements</li><li>Increasing the supply of wraparound care through £289 million start up funding</li><li>Attracting more people to childminding through an up to £7.2 million start up grant fund</li><li>Giving providers more flexibility by changing staff-to-child ratios to 1:5 for two year olds in England</li><li>Launching a consultation on further measures to support reform of the childcare market, to explore further flexibilities for providers</li></ul><p> </p><p> </p><p> </p>

The department acknowledges the concerns raised by the sector regarding workforce recruitment and retention, including the perceived impact of salary rates.</p><p>Following the transformational Spring Budget 2023 announcement and the extension of the 30 hours free childcare entitlement, we will work closely with the sector to develop a plan to grow and develop the workforce, including how to improve professional development within the sector. answer text <p>The department’s guidance on school attendance sets out clear expectations of schools, trusts and local authorities in relation to improving school attendance. The guidance can be found here: <a href="https://www.gov.uk/government/publications/working-together-to-improve-school-attendance" target="_blank">https://www.gov.uk/government/publications/working-together-to-improve-school-attendance</a>. This guidance recognises that issues with housing (such as being in temporary accommodation) can impact on children’s ability to attend school regularly, and highlights the importance of effective multi-disciplinary support for the family to address attendance problems where that is the case.</p><p>The government provides a range of help to schools to support disadvantaged pupils, which may include those in temporary accommodation. The Pupil Premium, rising to around £2.9 billion next financial year, is supporting schools to improve outcomes for disadvantaged pupils. School leaders use this extra funding to tailor support, based on the needs of their disadvantaged pupils, and to invest in proven practices that improve outcomes. Currently 1.9 million of the most disadvantaged children are eligible for and claiming a free nutritious meal. In addition, the government is committed to continuing support for school breakfasts. In November 2022, the department extended the National School Breakfast Programme for an additional year until the end of the summer term in 2024.</p><p> </p><p> </p>
