answer	answer is ministerial correction date of answer 20/05/2021 answer text <p>Clause 103 of the draft Online Safety Bill, which the government published on 12 May, would extend Ofcom’s existing statutory duty to promote media literacy which is set out in section 11 of the Communications Act 2003. The amended duty includes specifying that Ofcom must carry out, commission or encourage educational initiatives designed to improve the media literacy of members of the public. It also applies the duty in relation to online safety.</p><p>Government is working closely with Ofcom to ensure that, through the proportionate and differentiated fees to industry, the annual operating costs of the online harms regime are recovered. Community stations such as Môn FM have played a key role in keeping listeners informed and entertained during the coronavirus pandemic, and we are extremely grateful for the level of commitment shown by the sector in continuing to make connections within its communities during these difficult times.</p><p>We are, of course, very conscious of the impact that the pandemic has had on revenues within the sector, which is why we released a total of £600,000 in emergency funding through the Community Radio Fund in 2020/21 to help a significant number of stations to meet their immediate financial obligations. While the application windows for that funding have now closed, the Community Radio Fund will be allocating a further £400,000 in 2021/22 to support stations that can demonstrate that a grant would help to further their financial stability and future sustainability. In addition, Historic England - Government's statutory adviser on the historic environment - maintains a National Record of the Historic Environment. In July 2020 the Government outlined it’s Tackling Obesity strategy which details a host of measures aimed at empowering people to live the healthier lives they want to live.</p><p><strong> </strong></p><p>The Government proposed various options for restricting HFSS advertising in the 2019 and 2020 consultations targeted at protecting children from being exposed to advertising of unhealthy food products.</p><p>Balanced against the priority of protecting children and tackling obesity, we have carefully considered the impact that any restrictions will have on industry and in particular the potential for market distortion or disproportionate effects on key business sectors.</p><p><strong> </strong></p><p>The final policy will be set out in our consultation response due to be published shortly. This will be accompanied by a final impact assessment. The Taskforce’s findings and recommendations were published on 20 April on <a href="https://www.gov.uk/government/publications/telecoms-diversification-taskforce-findings-and-report/telecoms-diversification-taskforce-findings-and-report" target="_blank">GOV.UK</a> and we are currently in the process of developing targeted measures to deliver our strategy, guided by these recommendations.</p><p>We will respond to the Taskforce findings, and outline our next steps on diversification in the summer. This will include outlining how we will use the initial investment, of up to £250 million, to deliver our key priorities and maximise benefits across the UK.</p><p>We remain committed to supporting UK suppliers, investing in R&amp;D initiatives across the supply chain, and championing the exciting research underway in UK universities and regional advanced technology hubs. In Wales, for example, the Government is providing funding for the NEC NeutrORAN trial. The Culture Recovery Fund as a whole also included £188 million for the devolved administrations via the Barnett formula including £97 million for Scotland.</p><p>We are aware of the wider concerns about securing indemnity for live events and we continue to assess all available options to provide further support to the sector within the public health context. answer	answer is ministerial correction date of answer 20/05/2021 answer text <p>There have been extensive reforms to policing practices as well as significant changes to press self-regulation.</p><p><strong> </strong></p><p>Since Lord Justice Leveson published his report on part 1 of the inquiry in 2012, the Government has considered all eight recommendations and introduced a number of reforms to policing. This includes the publication of the policing Code of Ethics by the College of Policing in 2014; guidance on relationships with the media; guidance on whistle-blowing; new powers for the Independent Office for Police Conduct to investigate without referral from the police and voluntary notification by chief constables of post-service employment for 12 months.</p><p><strong> </strong></p><p>There now exists a strengthened, independent, self-regulatory system for the press. The majority of traditional publishers—including 95% of national newspapers by circulation—are members of IPSO. A number of smaller publishers have joined Impress.</p><p><strong> </strong></p><p>These regulators enforce codes of conduct which provide guidelines on a range of areas, including discrimination, accuracy, privacy, and harassment. If they find that a newspaper has broken the code of conduct, they can order corrections or critical adjudications.</p><p><strong> </strong></p><p>IPSO, unlike its predecessor the Press Complaints Commission (PCC), has the contractual power to legally enforce all the obligations into which the press has entered. This includes determining the wording, where a ruling is placed in a newspaper, in what font size and on what page. As well as dealing with complaints, IPSO can launch a standards investigation in cases where there may have been serious and systemic breaches of the Editors’ Code. IPSO also now has a compulsory low cost arbitration scheme, introduced in August 2018, that all member national newspapers have signed up to.
