answer	answer is ministerial correction date of answer 12/02/2020 answer text <p>The final conclusions of the Government’s Telecoms Supply Chain Review in relation to high risk vendors were announced on 28 January and provided the details of the additional steps it will be necessary to take to mitigate the risk from high risk vendors. The review concluded that high risk vendors should be excluded from those parts of the 5G network that are critical to security; that their presence in the rest of the UK’s networks should be limited to 35 per cent; and that they should be excluded from sensitive geographic locations.</p><p>Following the conclusions of the review, the National Cyber Security Centre has published advice on the use of high risk vendors in UK telecoms networks.</p><p>We will seek to legislate at the earliest opportunity to ensure we have the powers we need to drive up security standards and control the presence of high risk vendors.</p><p> </p> answering member constituency Boston and Skegness answering member printed Matt Warman question first answered 12/02/2020 17:53:42 answering member 4361 label Biography information for Matt Warman

We are working with key industry stakeholders to finalise the policy and will publish the Government consultation response, including a full outline of the proposed legislation, in the Spring.</p><p><strong> </strong></p><p>However, Government recognises the importance of consumer choice and market competition. Although we are clear the mechanisms for delivering this are primarily a matter for Ofcom we believe that existing regulations allow for network sharing and access between operators. Organisations which fail to comply may be investigated by the Information Commissioner’s Office (ICO), the independent regulator.</p><p> </p><p>The ICO is working with the advertising industry to improve compliance with the legislation, including in relation to real time bidding. More information on the actions they have taken can be viewed on the ICO’s website at: <a href="https://ico.org.uk/about-the-ico/news-and-events/news-and-blogs/2020/01/blog-adtech-the-reform-of-real-time-bidding-has-started/" target="_blank">https://ico.org.uk/about-the-ico/news-and-events/news-and-blogs/2020/01/blog-adtech-the-reform-of-real-time-bidding-has-started/</a>. They have also recently launched a public consultation on a draft direct marketing code of practice, governing the processing of personal data for direct marketing purposes.</p><p> </p><p>Last year the government announced its intention to review how online advertising is regulated in the UK, looking at how well the current regime is equipped to tackle the challenges posed by developments in online advertising. answer	answer is ministerial correction date of answer 05/02/2020 answer text <p>Ensuring all new rural and urban homes are built with the future in mind, ready to accept the next generation of digital infrastructure, is a top priority for this Government.</p><p><strong> </strong></p><p>In the Queen’s Speech, the Government announced it will legislate to amend Building Regulations so that all new build homes are required to have the infrastructure to support gigabit-capable connections. We will also legislate to require housing developers to work with broadband companies to install gigabit-capable connections in virtually all new build homes, up to a cost cap. In addition, the Chancellor has announced £5bn of funding to improve broadband in the hardest to reach areas of the country.</p><p><strong> </strong></p><p>These measures will work alongside the provisions in the Telecommunications Infrastructure (Leasehold Property) Bill. To support this, the Government is implementing a number of legislative and non-legislative reforms to make it easier and cheaper for the private sector to deploy broadband. answer	answer is ministerial correction date of answer 04/02/2020 answer text <p>The Electronic Communications Code, set out in Schedule 3A to the Communications Act 2003, provides rights for telecommunications operators to access buildings (and other land) to deploy, maintain and upgrade electronic communications apparatus.</p><p><strong> </strong></p><p>Most access agreements are reached on a consensual basis.
