answer text <p>The government is determined that charities and social enterprises should be fully confident in their right to speak in public debates, and to have a strong campaigning and advocacy role.</p><p> </p><p>Where suppliers encounter unreasonable contract terms in Government contracts they can make use of the Mystery Shopper service. Introduced in 2011, it allows suppliers to report poor procurement practice. Nearly 1,500 cases have been received to date and, of the total cases closed during 2017-18, 99% resulted in positive change. The Mystery Shopper Service can be contacted via <a href="mailto:MysteryShopper@cabinetoffice.gov.uk" target="_blank">MysteryShopper@cabinetoffice.gov.uk</a></p><p> </p><p>No assessment has been made of the effect of anti-advocacy clauses in Government contracts on charities that have an income of less than £1 million pounds.</p> more like this

answer text <p>The Law Commission’s report, Technical Issues in Charity Law makes a number of recommendations for simplifying charity law. We are giving the report’s recommendations full consideration and will respond in due course. Primary Legislation would be required to implement many of the report’s recommendations, and the Charity Commission would need additional resources to update its systems and guidance.</p> more like this

answer text <p>The Civil Society Strategy will reaffirm the value that government places on civil society and explore what more government can do to support its work. It will provide an opportunity to explore ways to build new partnerships within and between sectors and communities in order to better mobilise resources and expertise and find practical new solutions to the problems we face.</p><p> </p><p>A listening exercise will be launched in the new year and findings reported later in the 2018. We will engage young people and youth organisations in the development of the Strategy.</p><p> </p><p>The Full Time Social Action Review is independent of government and will publish its findings in December 2017, in time to take account of their recommendations in the Civil Society Strategy.</p> more like this
