Councils now manage their housing stock without annual payments to or from central government. They now keep their rental income and use it to fund their housing stock (called ‘self-financing’).</p><p> </p><p> </p><p> </p><p>In 2012, the move to self-financing included a one-off settlement payment to, or from, each council, giving each a level of debt it can support, based on a valuation of its council housing stock. Where the valuation was lower than the amount of housing debt supported through the Housing Revenue Account subsidy system, the government paid off the difference. Where the valuation was higher than the debt supported by the Housing Revenue Account subsidy, the council paid the difference to the government.</p><p> </p><p> </p><p> </p><p>These payments were based on a valuation of each council’s stock, using a 30-year discounted cash flow model of income and expenditure. The costs in the model assumed that councils will need to spend on average 15 per cent more on managing, maintaining and repairing their stock than was assumed under the subsidy system. Member of 24 June, <em>Official Report</em>, column 131W, we are currently consulting on draft regulations to implement the Firefighters' Pension Scheme 2015 and this consultation concludes on 4 July 2014. The Department will consider all the responses received to that consultation and final decisions will subsequently be taken on the design of the scheme to be implemented. It is open to the Fire Brigades Union, or any other interested party, to respond to the consultation in a way that builds on the costings carried out on behalf of the Union by the Government Actuary's Department. answer	answer is ministerial correction date of answer 10/07/2014 answer text <p> </p><p>Under this Government, the DCLG Group has made considerable financial savings in energy consumption, reducing its greenhouse emissions by 54 per centre from 2009-10 to 2013-14, saving £1 million comparing 2009/10 energy costs to 2013-14, through energy efficiency measures and better procurement practices.</p><p> </p><p> </p><p> </p><p>I would note that under the last Administration, the Department's main building (Eland House, Victoria) was one of the least energy-efficient buildings in Whitehall, despite it being the lead Department on energy efficiency standards in buildings. answer	answer is ministerial correction date of answer 01/07/2014 answer text <p> </p><p>As recommended by the Transport Select Committee (<em>Local authority parking enforcement</em>, HC 118, October 2013), the Government intends to work in partnership with a local authority to assess introducing a 25% discount to motorists who lose an appeal at tribunal level. This trial will allow us to evaluate the impacts, before rolling out the policy nationally.</p><p> </p><p>The underlying policy rationale is the current lack of any discount at an appeal stage (but with a discount operating if the driver does not appeal) acts as a disincentive for drivers with genuine cases to appeal. I would remind the rt. hon. Member that parking fines are a quasi-judicial process, not a source of revenue for councils. In the recently published Government response to the consultation, we announced we will introduce a mandatory 10 minute free period (a) at the end of paid-for on-street parking, (b) at the end of free on-street parking, and (c) extend the same grace period to local authority off-street parking.</p><p> </p><p>This measure will support local shops and stop shoppers being penalised for returning to their car a few minutes late. This Government recognises that if parking on local high streets and shopping parades is made too difficult, shoppers will merely drive to out of town superstores or just shop online.
