answer text <p>We are committed to ensuring that high streets throughout the country remain at the heart of their community and we have taken significant actions to help high streets adapt and thrive through a range of targeted tax breaks, sensible planning changes and measures to ensure fairer parking for motorists.</p><p>At Budget 2016 we announced the biggest ever cut in business rates – worth £6.7 billion across the next five years. The Government is permanently doubling the level of Small Business Rate Relief and increasing the thresholds to benefit a greater number of property occupiers. Eligible properties with a rateable value of £12,000 and below will receive 100% relief. This means that 600,000 small businesses will pay no business rates at all. Furthermore, the revaluation of Business Rates will ensure business rate bills more closely reflect the property market and that all businesses are getting a fair deal.</p><p>We have also given over £18 million to town teams since 2010, funding successful initiatives such as “Love Your Local Market” and the “Great British High Street Competition”, which aims to recognise and celebrate some of the great work that is being done by local councils and communities around the country to help celebrate their high streets. The finalists for the 2016 Competition, which received over 900 applications and 500,000 public votes, included Thame, who were runners-up in the Small Market town “Place” category, and Chris Hurdman, who runs Thame weekly market, was a runner-up in the Market Champion “People” award.</p><p> </p>

answer text <p>Together with local partners in Cambridgeshire and Peterborough, we have now agreed proposals for a devolution deal that would see the significant transfer of power and resources from central Government to the local area. In addition to devolving funds in areas such as economic growth, transport and skills, the deal also includes additional revenue raising powers.</p><p>In October 2015, we announced that, by the end of this Parliament, local authorities will be able to keep 100% of the business rates they raise locally, including 100% of growth.</p><p>The Government commissioned a review of the Community Infrastructure Levy in November 2015, which was undertaken by an independent panel who submitted their report in October. We are currently reviewing the recommendations and further announcements will be made in due course.</p><p>We will consider the future of all programmes that are currently EU funded, once we have left the EU and will consult closely with stakeholders, including local authorities to review all EU funding schemes to ensure that any on-going funding commitments best serve the UK’s national interest.</p><p> </p>

answer text <p>Parking policy is shared between DfT and DCLG. 72 people in my Department work on cities and local growth as part of a joint Cities and Local Growth Unit with BEIS. These are DCLG posts. The unit covers a range of policy areas including devolution, regeneration and reforms to off-street car parking.</p><p>The discussion paper last year entitled ‘Parking reform: tackling unfair practices’, sought thoughts and comments on the private parking sector. A summary of the responses was made available on 11 May 2016 by my Department. I am considering responses to the discussion paper, and options for further reform.</p> more like this

answer text <p>This Government is committed to delivering the Northern Powerhouse; it remains central to our plans to build an economy that works for all. This is why in previous rounds of Local Growth Deals we have invested £2.8 billion in Northern Powerhouse regions. This includes £863.8 million for the Local Enterprise Partnerships that cover Hull and Selby as follows: £113.6 million for the Humber, £122.2 million for York, North Yorkshire and East Riding, and £628 million for Leeds City Region.</p><p>The train operators that serve Hull are planning to deliver a range of benefits for passengers: new rolling stock, faster journey times, and improvements to Hull station.</p><p>Due to bi-modal trains that will be built in the North East, these benefits can be delivered without the need for electrification. This will mean better journeys for passengers without having to wait for an electrified route and will avoid the inconvenience this would cause. A direct service to Hull on the Trans Pennine Express Network will remain in place.</p><p>The Arriva Rail North franchise, which started in April, has committed to upgrading the Hull-Doncaster-Sheffield route to a new high-quality ‘Northern Connect’ service. There will be new or refurbished trains on these longer-distance services, with faster journeys and stations staffed daily, with catering services and free Wi-Fi at each one.</p><p>Passengers travelling to Hull and to East Riding will benefit from other improvement including Virgin Trains East Coast running faster services when their new fleet of Azuma trains are introduced in 2018, taking up to 6-7 minutes off the route from London to Hull.</p><p>First Hull Trains recently announced a £60 million investment in five new AT300 bid-mode trains of five carriages each. These will take advantage of the existing electrified East Coast line and then continue on to Hull via Selby.</p><p>We are determined to strengthen transport links across Northern towns and cities, so that people have greater choice and flexibility over the places they choose to work and live.</p><p>We have created Transport for the North (TfN) to develop transport plans that drive economic growth. We have committed £50 million over this parliament and are working to put the organisation on a statutory footing, so that TfN can effectively deliver its objectives.</p><p>We are also investing £13 billion in transport in the North during this parliament, to take forward key projects in the Northern Powerhouse.</p>
