Citizens Advice, the umbrella organisation for the bureaux service across England and Wales has not been able to provide reliable data on the number of unique clients advised over the past 10 years. answer text <p>The Department for Business, Innovation and Skills does not hold this information as central Government funds the umbrella organisation, Citizens Advice, but not individual bureaux.</p><p> </p><p>We have obtained the following information from Citizens Advice:</p><p> </p><p> </p><p> </p><p>a) Citizens Advice currently has 316 member bureaux (legal entities). This number fluctuates as bureaux merge to create more sustainable and efficient organisations, resulting in less being spent on back office functions and more on delivery. When bureaux close, every effort is made to expand resources within neighbouring bureaux to ensure services continue for local residents. answer text <p>The Department for Business, Innovation and Skills (BIS) provides core Grant-in-Aid funding to Citizen Advice (CitA), the umbrella body for the bureaux service across England and Wales. Central Government <strong>does not</strong> provide funding directly to individual bureaux, core funding for these are usually provided by the local authority in which they are located.</p><p><br>In previous years BIS has also provided funding to Citizen Advice (CitA) under the Financial Inclusion Fund (for Face to Face Debt Advice project) – now delivered by Citizens Advice through bureaux under contract with the Money Advice Service; and under the additional Hours of Advice (AHA) Project - a one-off programme of funding to enable bureaux to extend their opening hours following the recession in Autumn 2008, funding for which ended March 2011.</p><p>Funding data can be found in the attached table.</p> more like this

answer text <p>Central Government does not fund Citizens Advice Bureaux. It funds the umbrella body for the service only. The effectiveness of delivery is a matter between the umbrella body and its member bureaux.</p><p> </p><p> </p><p> </p><p>Bureaux are audited both for quality of advice (QAA) and against the standards of membership. Bureaux who fail their audit are referred to the Membership and Standards Committee – a sub-committee of the main Citizens Advice Trustee Board. The Membership and Standards Committee’s annual report for the 2013-14 financial year reports that the quality of advice provided in bureaux is good and continuing to improve despite the challenges they are facing with the current average QAA score achieved at 74%.</p><p> </p> more like this

answer text <p>The Department provides core funding to Citizens Advice, the umbrella body for the bureaux service in England and Wales. That funding allows for the provision of essential central services to the bureaux network including IT, information, training and the recruitment of volunteers. BIS has maintained its core funding to Citizens Advice over the Spending Review period.</p><p> </p><p> </p><p> </p><p>I refer the hon. Member to the answer I have given today to Question UIN 222641 which shows volunteer numbers have increased by 7.6 per cent over the past 7 years, with only a 2 per cent decline in numbers between 2012-13 and 2013-14.</p><p> </p> more like this
