answer text <p>The digital apprenticeship service is being built by the Skills Funding Agency in accordance with Cabinet Office best practice.</p><p> </p><p>To ensure that the service is focused on employer and training provider needs we are performing extensive user research. The service will build on insights gathered from over 2000 employers and around 400 training providers. answer text <p>The role of the Institute for Apprenticeships will be to ensure the quality of apprenticeship standards.</p><p> </p><p>Apprenticeships will only attract funding from government or the levy if they are against an approved standard or framework. Each standard will contain a plan for how the apprenticeship will be assessed. Although this will be approved by the Institute, the Institute will not assess the apprenticeship training itself: the register of training providers is owned by the Skills Funding Agency and Ofsted will continue to inspect providers.</p><p>The Institute will, however, need to ensure there is consistency between the levels of assessment being applied, as part of its role in approving standards and assessment plans.</p> more like this

answer text <p>Her Majesty’s Treasury published a comprehensive analysis of benefits and costs of membership of a reformed EU and the alternatives on 18 April. This included boxes detailing the impact of EU membership on key business sectors such as financial services, aerospace and pharmaceuticals.</p><p> </p><p>According to this analysis, key sectors would be worse off due to reduced access to the Single Market. For example, losing customs-free movement of goods could cause customs delays. In time-sensitive industries, each hour of customs delay can reduce trade by 5%. Treasury analysis also provides a sectoral breakdown of the 3.3 million jobs which are linked to trade with the EU.</p><p> </p><p>The Prime Minister has spoken about the benefits of EU membership at a number of businesses throughout the UK. answer text <p>Ministers have engaged with the Devolved Administrations on the Trade Union Act.</p><p> </p><p>As part of our engagement, Nick Boles, the policy Minister for the Trade Union Act, has received four letters from Leighton Andrews, Minister for Public Services in the Welsh Government. These letters related to specific aspects of the Act and the Welsh Government position on their applicability in Wales. On 5th February 2016 Nick Boles had a telephone conversation with Leighton Andrews on the Act; and on 4 March, he replied to the letters and has placed a copy of the correspondence in the Library.</p><p> </p><p>As set out throughout its parliamentary passage, the Act is about employment and industrial relations law, which are reserved matters. It will apply consistently across Great Britain, including to public services in Wales.</p> more like this

answer text <p>Since the introduction of the National Minimum Wage (NMW) Act there have been 9 prosecutions for NMW offences.</p><p> </p><p>However, prosecutions are not necessarily the best approach in most cases. Criminal sanctions against companies mean that employees – the ultimate beneficiaries of enforcing the NMW – end up waiting longer for their lost earnings to be paid back.</p><p> </p><p>From April this year we increased the civil penalties incurred by non-compliant workers to 200% of the arrears owed to the worker, up to a maximum of £20,000 per worker – having recently increased the penalty cap from £5,000 per employer. We have also increased the enforcement budget for the National Minimum and Living Wage to £20 million for this year, up from £13.2 million in 2015/16. The additional funds will be used to bolster HMRC’s resources through an increase in the number of compliance officers available to investigate NMW abuses, as well as to conduct risk-based enforcement in sectors or areas where there is a higher risk of workers not being paid the legal minimum wage.</p><p> </p><p>We will also continue to publically name and shame eligible employers in Government press notices. We expect this tobe a deterrent to employers who would otherwise be tempted not to pay the NMW, but also an incentive for all employers to make sure that they are consistent with the law.</p><p> </p>

answer text <p>The Government is clear that there is absolutely no place in higher education or anywhere else in society for bigotry, hatred or any form of racism such as anti-Semitism.</p><p> </p><p>Recent reports of anti-Semitism are extremely concerning and must be met with a decisive response. We expect all universities and all bodies with a role in English higher education to be absolutely clear in their opposition to racism in all its forms, and to have robust policies in place to tackle such hatred and support victims.</p><p> </p><p>At the Government’s request, Universities UK has set up a taskforce to examine what more can be done to tackle harassment and hate crime on campus, and this includes anti-Semitism within its remit.</p><p> </p><p> </p> more like this

answer text <p>The taskforce, established by Universities UK, is looking at all forms of violence and harassment affecting students. Its task is to bring together students, university experts and external organisations to consider the current evidence and what universities are currently doing to address issues of harassment and hate crime, including anti-Semitism, and what more needs to be done.</p><p> </p><p>The taskforce have had meetings with or received evidence from a wide range of organisations which includes the Union of Jewish Students, Rape Crisis, Tell Mama and Stonewall. In regards to anti-Semitism, the Taskforce has also received evidence from the Jewish Leadership Council, the Board of Deputies of British Jews and Community Security Trust. In terms of law and order agencies, evidence has been received from a number of lawyers and from the police via PAHELO (Police Association of Higher Education Liaison Officers).</p> more like this
