In light of this report, tighter controls were introduced for Higher Education Tier 4 sponsors, setting out requirements for sponsorship across multiple sites, and clamping down on inappropriate promotion of work rights. This came into effect from April 2015. answer	answer is ministerial correction date of answer 19/10/2015 answer text <p>The Department does not consider payment to Royal Mail in respect of the Postcode Address File to constitute state aid to Royal Mail..</p><br /><p>There is a licence agreement in place between the Public Sector and the Royal Mail for the supply of address data. This agreement is managed and paid for by the Department, on behalf of public sector users. The agreement enables the Government to deliver procurement by acting as a single customer.. The Department for Business, Innovation and Skills (BIS) continues to work closely with the Homes and Communities Agency, the private sector development partners and local partners to ensure that the existing site is developed to its full potential.</p><p>The Homes and Communities Agency manages the development on behalf of BIS.
