answer text
There are no are plans to introduce a new duty on energy companies to set out a timetable to reduce the number of households paying for their energy by prepayment meter.

While data published by Ofgem in its Domestic Suppliers’ Social Obligations annual reports showed prepayment meters have historically been installed to repay debt, the latest report published last year, showed that in 2015 there was evidence of increasing consumer demand for prepayment meters.

This demand appears to be driven by smart meters operating in pay-as-you-go mode, which are transforming consumer experience of pre-payment metering. Topping up a smart meter in pay-as-you-go mode is as easy as topping up a mobile phone, with no need to access the meter. Being able to see an account balance on an easily accessible In Home Display reduces the risk of pre-payment customers accidently self-disconnecting from their energy supply when they run out of credit. This Government is committed to ensuring every home and small business in the country is offered a smart meter by the end of 2020.

answer text
We recognise that low income families with children represent a significant proportion of households in fuel poverty. That is why the Broader Group of Warm Home Discount recipients is focused on working age households, including those with children. The Digital Economy Act will provide Government with the opportunity to help obligated energy suppliers to better target fuel poor households through data matching, including low income families.

The Act received Royal Assent on 27 April 2017. The Regulations which will commence those powers are expected to come into force in spring 2018. It is the Department’s intention to consult on the future of the Warm Home Discount in 2018 and that the consultation will cover eligibility.
more like this

answer text
The Department does not hold information on of the total revenue generated from the investment by small businesses in the life sciences sector in research and development for 2016-17.

At over 5,000 companies, small businesses comprise 93% of the life sciences sector. The Government recognises the importance of small businesses operating in the sector and the valuable contribution that they make.

To avoid overburdening businesses there is no mandate for companies to submit information about investments they make in R&D. In many instances it would be difficult to quantify the revenue directly attributable to R&D undertaken rather than by other business activities. Also due to the long timescales involved in R&D any revenue generated by R&D would be generated in a different year from when the R&D was performed.
more like this
