answer text <p>Zero hours contracts were considered as part of the Review of Modern Working Practices and we agree with the review in concluding that banning zero hours contracts altogether “would negatively impact more people than it would help”.</p><p> </p><p>The review, and Government, recognises that zero hours contracts have an important part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>We have published our response to the review which commits to firm action and future legislation where appropriate. This includes a commitment to provide a right to request a more predictable contract for all workers, including those on zero hours contracts. We have also agreed to ask the Low Pay Commission to consider higher minimum wage rates for workers on zero hours contracts for non-guaranteed hours.</p><p> </p> more like this

answer text <p>I refer the noble Lord to the answer I gave to question UIN <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Lords/2017-07-17/HL893/" target="_blank">HL893</a> that states that the government has not made an estimate of the social and economic consequences of restricting zero hours contracts to students and pensioners.</p><p> </p><p>The government has not assessed the social and economic consequences of restricting zero hours contracts to students and pensioners. The Matthew Taylor review found that zero hours contracts have a part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>However, this government shares the concerns regarding flexible work arrangements. That is why in October 2016 my right hon. Friend the Prime Minister asked Matthew Taylor to carry out an independent review to consider employment practices and whether they need to change to keep pace with modern business models. We are now considering the report and will respond in full later in the year.</p>

answer text <p>This Government is clear that zero hours contracts should not be considered as an alternative to proper business planning or used as a permanent arrangement if it is not justifiable. They play a small but important part in the labour market, allowing flexibility for both employers and individuals. People on zero-hour contracts make up less than 3 per cent of the workforce and almost 70 per cent are happy with the number of hours they work, according to the latest ONS Labour Force Survey research (March 2015).</p><p>In May 2015 Government banned the use of exclusivity clauses in zero hours contracts so that people cannot be prevented from looking for or working elsewhere when their employer does not guarantee work.</p><p>Matthew Taylor in his Review of Modern Working Practices has proposed some reforms around zero-hour contracts and Government will consider the whole report carefully and make a full response later this year.</p> more like this

answer text <p>The latest ONS survey shows that less than 3% of the UK workforce is on a zero hours contract with nearly 70% happy with the hours they work. These contracts have a part to play in a modern, flexible labour market.</p><p>Government made exclusivity clauses in zero hour contracts unlawful in 2015, meaning individuals have more control over their lives and can work more hours with another employer if they wish. Government also created a route of redress for individuals whose employer mistreats them if they look for, or work elsewhere.</p> more like this
