answer	answer is ministerial correction date of answer 26/03/2019 answer text <p>The International Accounting Standards and European Public Limited-Liability Company (Amendment etc.) (EU Exit) Regulations 2019 transfer the European Commission’s powers to endorse and adopt International Accounting Standards (IAS) to the Secretary of State. It also provides for these powers to be sub-delegated to a UK body. The policy intention is that the sub-delegation to a UK Endorsement Board will be performed by an affirmative SI later this year. Until then, the responsibility to endorse and adopt IAS for use in the UK will lie with my rt. hon. Friend the Secretary of State. He will be supported in this role by the FRC and, once appointed, the Endorsement Board secretariat staff. answer	answer is ministerial correction date of answer 26/03/2019 answer text <p>On 1 April 2019, the Government is increasing the National Living Wage (NLW) to £8.21, keeping us on track to meet our target of the NLW reaching 60 percent of median earnings by 2020, subject to economic growth. This means that a full-time worker on the rate will be over £2750 better off over the year compared to the year the NLW was introduced.</p><p> </p><p>In April 2018, we estimated that 3,100 workers in Berwickshire, Roxburgh and Selkirk would benefit from the 2018 increases in the NLW and NMW, which accounted for 7 per cent of the workforce.</p><p> </p><p>The Government has not published data on projected coverage of the NLW by constituency from 1 April 2019. However, we estimate that 159,000 workers in Scotland stand to benefit from increases in the NLW or National Minimum Wage (NMW).</p><p> </p><p>We also expect workers earning above the NLW and NMW to benefit from indirect pay increases. Across the UK, we estimate that at least 20% of workers, which is over 5 million people, will directly or indirectly benefit from April’s uprating. This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. Impact assessments in respect of the franchising of Crown Post Offices to WHSmith are an operational matter for the Post Office. I have therefore asked the Group Chief Executive of Post Office Limited, to write to the hon. Member on this matter. Demand side response (DSR) providers have been able to participate in all Capacity Market auctions, alongside other technologies, since the Capacity Market was established. We also held two “Transitional Arrangements” auctions for DSR in 2016 and 2017. The most recent T-4 auction, held in 2018, awarded agreements to 1.2 GW of DSR capacity. answer	answer is ministerial correction date of answer 26/03/2019 answer text <p>Through the Good Work Plan, published in December 2018, the Government has committed to upgrading workers’ rights and protecting the most vulnerable workers. This represents the biggest upgrade to workers’ rights in over 20 years. The Government has considered all representations made to it about the Swedish derogation and is committed to its repeal. Secondary legislation repealing the Swedish Derogation has already been approved by the House of Commons’ Seventh Delegated Legislation Committee on 6 March 2019. Subject to approval from the House of Lords, from April 2020 all agency workers will be entitled to the same pay as permanent staff after 12 weeks in an assignment.
