answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>The Government is encouraged by the University of Sheffield’s experience but has no plans to mandate a single approach across the country.</p><p>The Government is, however, committed to ensuring the electoral registration system is responsive to the needs of students. Ministerial Guidance was issued to the Office for Students (OfS) in February 2018 acting on a commitment made in Parliament during the<br>passage of the Higher Education and Research Act (2017), directing that they require Higher Education providers to comply with Electoral Registration Officer (ERO) requests for data and they be encouraged to work with Local Authorities to promote electoral registration amongst their student populations. The merits of working closely with EROs have been demonstrated by a number of Higher Education providers across the country.</p><p>Yet, the Government does not believe that one size fits all and instead favours an approach which allows innovation.</p><p>The Ministerial Guidance has since been used by the OfS to produce their own guidance to Higher Education providers, which advises them how they might best implement, and abide by, the requirements placed on them. The OfS guidance came into force in August. The Government is committed to ensuring everyone who is eligible to register to vote is able to do so and, in 2014, introduced online registration for the first time. Statistics show young people aged between 14 and 24 are more likely than average to use this as a means of registering to vote.</p><p>The Government believes these measures will drive up the number of applications to register from students – improving both the completeness and accuracy of the electoral register – as well as further improve the relationships between Higher Education provider and Local Authorities.</p> answering member constituency Torbay answering member printed Kevin Foster question first answered 03/09/2019 09:00:36 answering member 4451 label Biography information for Kevin Foster

answer	answer is ministerial correction date of answer 26/07/2019 answer text <p>In its democratic engagement plan, Every Voice Matters: Building a Democracy That Works For Everyone, the Government explored key barriers to registration identified through research and face to face engagement. We are tackling these barriers, including those faced by survivors of domestic abuse, homeless electors and young people, and have reported on our progress in our follow up report, Democratic Engagement: Respecting, Protecting and Promoting our Democracy.</p><p>Although it did not emerge as a factor in its own right, we are aware of the potential contribution that lack of literacy makes to the under registration of a number of groups, such as those with learning disabilities, homeless people and those with specific language barriers.</p><p>The voter registration website is reviewed regularly to ensure it meets the Government’s service design standards to make it as easy to use as possible and we have produced easy read guides to registering to vote in partnership with Mencap. answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>Funding for the annual household canvass and year round electoral registration (in addition to funding for polls at a local level) is paid for by the local authority using monies from the Revenue Support Grant (RSG) provided through MHCLG and the revenue raised by the authority through council tax, business rates and any reserves. This provides the majority of the funding for electoral registration.</p><p>Since the transition to Individual Electoral Registration (IER) in 2014, central Government has provided annual direct funding to local authorities to cover the additional costs of IER compared to the previous household system.</p><p>Since 2015/16, five years of annual funding has been provided by Cabinet Office to cover these additional costs, totalling £96M to date. It is expected that planned reform of the annual canvass of electors will significantly reduce the overall cost of registration. The Government is not therefore minded to make an assessment of the potential merits of ring-fencing IER grant funding.</p><p>Electoral Registration Officers are responsible for delivering electoral registration services and securing funding from the local authorities that appoint them. answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Geospatial Commission launched two pilots in April 2019 (one led by Ordnance Survey in the North East of England; the other by the Greater London Authority in six local authorities in London) to test the feasibility of creating a national underground asset register showing the location of underground pipes, cables and ducts to help reduce costly utility strikes and improve worker safety. Both pilots are making good progress and are scheduled to complete on time in March 2020.</p><p>Regular programme updates are provided to relevant stakeholders. The outputs of the pilots will include a data sharing agreement framework, inventory reports of existing data, a common data model, recommended requirements for a national build and findings from use case testing.
