answer text <p>Voter ID is part of a body of work this Government is delivering to strengthen the integrity of our electoral system and give the public confidence that our elections are secure and fit for the 21st century.</p><p>As was the case for the 2018 pilots, the 2019 pilot costs will be confirmed when they are known which will be after the pilot authorities have completed their work. That will be as soon as possible after the elections on 2 May. Funding for the additional cost of piloting voter ID will be provided to each local authority by the Cabinet Office.</p> more like this

I have asked the Authority to reply.</p><p> </p><p>Dear Lord Roberts,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking how many rough sleepers died on the streets in (1) 1989, (2) 2000, (3) 2010, and (4) 2015 <strong>(HL15299)</strong>.</p><p> </p><p>Last year, Office for National Statistics (ONS) published the first ‘Experimental Statistics of the number of deaths of homelessness people in England and Wales’[1]. The statistics include those who were sleeping rough or using emergency accommodation such as shelters for homeless people, at or around the time of death. It is not presently possible to separate ‘rough sleepers’ as a distinct category from other homeless people included in the data. These statistics only cover the period 2013 to 2017, so figures for 1989, 2000 and 2010 are not available.</p><p> </p><p>Table 1 below provides the estimated number of deaths of homeless people in England and Wales for each year between 2013 and 2017. answer text <p>Contracts are never awarded lightly; each has an agreed and robust process. Government has always been compliant with public procurement regulations and follows these diligently when assessing the suitability of suppliers to deliver a particular contract</p><p><br>The various contracting authorities, such as individual Government Departments, manage their contracts with Interserve and monitor performance against each contract. I am unable to comment on specifics as this information remains commercially sensitive</p><p><br>The Cabinet Office also monitors the overall financial health and performance of all of our strategic suppliers, including Interserve, and has regular discussions with the company’s management.</p> more like this

answer text <p>Her Majesty’s Government requires that National Security Vetting is conducted to the same standard for all employees in sensitive roles, including those working for government support services. Vetting is conducted centrally by United Kingdom Security Vetting (UKSV). Vetting policy, which sits with the Cabinet Office, applies equally to government personnel and private-sector employees on government contracts.</p><p><strong> </strong></p><p>Cabinet Office encourages all government departments to uphold a set of minimum personnel security standards and these may be applicable for certain industry roles. ‘Support services’ is a broad category and could include everything from cleaning and catering to IT provision, security and administration. In that context different roles will have very different requirements and approaches are flexed depending on the risk. It is the responsibility of individual government departments to determine their security needs for each contract that they enter into. The requirement for vetting will be decided based on a given role’s access to sensitive assets, facilities or materials.</p><p><strong><p><p></strong></p><p>The procedures by which a private-sector company or contractor can gain a vetting clearance are currently designed to prioritise security as opposed to ubiquity; individuals must be able to demonstrate they will be working on an active government contract before being granted a clearance. This ensures tighter control of who is cleared, for what purpose and for how long.</p><p><strong> </strong></p><p>A comprehensive, cross-government review of National Security Vetting is underway. This will examine potential reforms in vetting for the private-sector – including how we can improve the timeliness of security clearance and reduce the administrative burden of it for small and medium enterprises.</p><p> </p>

answer text <p>Outsourcing is an important component in a “mixed economy” of government service provision which includes in-house and the voluntary sector. Research commissioned by the previous government has shown that outsourcing can deliver savings of some twenty to thirty percent.</p><p>Decisions on whether to outsource any particular service are made on a case by case basis according to Treasury guidance and the newly published Outsourcing Playbook. answer text <p>The Electoral Commission collate information on allegations of electoral fraud, including personation, at elections and in due course will publish a report covering all polls held in 2019.</p><p>The Government has no plans to ask Electoral Registration Officers to provide information on the number of tendered ballot papers issued in each local authority. Whilst details of tendered ballot papers issued are recorded at each polling station, numbers are not totalled and there is no requirement to record this number.</p> more like this
