answer text <p>Pursuant to my answer to Question 276193, the audit’s findings highlighted the importance of context, and areas where the process could be improved. The audit showed that the majority of programme teams have a good understanding of the human rights risks facing their programmes, and a realistic view of the extent to which risks can be mitigated.</p><p>Responding to the audit’s recommendations, the JFU is updating CSSF programmatic guidance, and the Stabilisation Unit is updating its core security and justice training for HMG staff to align with the revised guidance.</p><p>As stated in my answer to Question 249954, there are no plans to publish the OSJA audit.</p> more like this

answer text <p>The Foreign and Commonwealth Office lead HMG policy on the Overseas Security and Justice Assistance (OSJA) Guidance. The Conflict, Stability and Security Fund (CSSF) takes its responsibility to do no harm seriously. At the direction of the Joint Funds Unit (JFU), the Stabilisation Unit (SU) commissioned Palladium, a SU provider, to undertake an audit of OSJAs across CSSF programmes, at a cost of £31,801.64. <br> <br>The audit showed that the majority of programme teams have a good understanding of the human rights risks their programmes are operating in, and a realistic view of the extent to which risks can be mitigated. The audit’s findings also highlighted areas where the process could be improved.</p><p>In response to the audit’s recommendations, the JFU is updating CSSF programmatic guidance and the Stabilisation Unit is also updating its core security and justice training for HMG staff to align with the revised guidance.</p><p>As the Government stated in its response to Question 249954, there are no plans to publish the OSJA audit.</p>

answer text <p>The Conflict, Stability and Security Fund (CSSF) takes its responsibility to do no harm very seriously. All CSSF programmes comply with the UK’s domestic and international human rights obligations and have robust measures in place to protect the human rights of beneficiaries.</p><p> </p><p>In order for programme teams to be able to assess the risks of UK activity that could affect human rights, all security and justice assistance is subject to Overseas Security and Justice Assistance (OSJAs). The OSJA is a risk management system used across Government to assess risk and consider what mitigation might be appropriate. The OSJA Guidance specifies at what point Ministerial approval is required.</p><p> </p><p>In order to determine the effectiveness of project activity, all CSSF programmes are subject to Annual Reviews, which score how effectively programmes have delivered their outputs and outcomes. In making an assessment the Annual Review considers how programme teams manage commercial partnerships, risk and budgets, adapt to changing contexts, , as well as assessing value for money. The Joint Funds Unit (JFU) plans to publish the Rule of Law 2017/18 Annual Review summary before the end of this Parliamentary session.</p><p> </p><p>Minister Field, the FCO Minister responsible for South Asia, receives regular updates on the risks associated with the Rule of Law programme’s activities. In addition, I reviewed all the relevant programme documentation ahead of it being shared with the Joint Committee on National Security Strategy, who have taken an interest in this programme and requested further, sensitive documents on it.</p><p> </p><p>The OSJA covering the Counter-Terrorism Associated Prosecutorial Reforms Initiative was fully reviewed in December 2018. Completed OSJA checklists are sensitive internal documents providing an assessment of the human rights situation in a country at a given time and are regularly updated. These are not published. The Information Commissioner has previously reviewed and agreed with a Government decision not to disclose an OSJA on Pakistan.</p><p> </p><p>Last year the JFU commissioned an independent OSJA audit, in order to get a better understanding of how they are used across the CSSF. The audit itself contains a number of sensitive in-depth samples of OSJAs and therefore there are no plans to publish the audit.</p>

answer text <p>The Conflict, Stability and Security Fund (CSSF) takes its responsibility to do no harm very seriously. All CSSF programmes comply with the UK’s domestic and international human rights obligations and have robust measures in place to protect the human rights of beneficiaries.</p><p> </p><p>CSSF programmes in Pakistan have supported the reform of the criminal justice system, including the investigation and prosecution of serious crimes, in a manner compliant with human rights. For all security and justice programmes, Overseas Security and Justice Assessments (OSJAs) are used as an additional risk management process to assess and to mitigate human rights risks. OSJAs are specifically designed to improve human rights standards and strengthen the rule of law in partner countries. They also help to guide decision makers and Ministers on how to provide security assistance overseas while managing the consequences for human rights.</p><p> </p><p>My Rt. Hon friend, the FCO Minister responsible for South Asia, receives regular updates on the risks associated with the Rule of Law programme’s activities. In addition, I have seen the independent OSJA audit, which included an overview of the Pakistan Rule of Law programme, and am confident that activities have been delivered in a way that is consistent with the UK’s opposition to the death penalty</p><p><strong><em> </em></strong></p>

answer text <p>The CSSF has now published two Annual Reports, 83 programme summaries for 2018/19 (in addition to the 62 programme summaries published for 2017/18) and 64 Annual Review summaries for 2017/18 (in addition to the 49 published for 2016/17.</p><p> </p><p>The CSSF is working towards meeting a “good” International Aid Transparency Initiative (IATI) rating by 2020 in line with the government’s commitment. There is a presumption to publish programme information for all CSSF programmes, and for 2018/19 83 out of our 90 programmes, had programme summaries published. The two key reasons why we may not be able to make programme documentation public are to protect national security and to protect the safety and security of beneficiaries, partners and partner governments.</p><p> </p><p> </p><p>The latest <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/727383/CSSF_Annual_Report_2017_to_2018.pdf" target="_blank">Annual Report</a> and programme summaries took on many of the suggestions received from stakeholders in the development sector. The Annual Report included a chapter on spend with break downs by ODA and non-ODA, department, region, theme and discretionary and non-discretionary budgets. In addition, Programme summaries broke down project spend by ODA/non-ODA splits.</p><p> </p><p>We are also working to publish more Official Development Assistance (ODA) spend information on Devtracker. We have published data for all FCO and DFID CSSF programmes for the last six quarters and are currently working on the next quarter.</p>

answer text <p>All programmes are subject to Annual Reviews, which assess a number of technical and programme management standards including financial and risk management, value for money, conflict and gender sensitivity, as well as contextual factors such as changes to the political environment.</p><p> </p><p>The JFU is working hard to increase transparency and there is a presumption to publish. We have now published two Annual Reports, 76 programme summaries for 2018/19 (in addition to the 62 programme summaries published for 2017/18) and 42 Annual Review summaries for 2016/17. We are due to publish 64 Annual Review summaries for 2017/18 reviews, shortly.</p><p>Due to the highly sensitive nature of some of the CSSF’s work, it is not possible to publish details of all programmes.
