answer text
On 10 March, the Prime Minister and I launched the UK’s new National Shipbuilding Strategy, setting out a comprehensive package of Government support for the key priority of furthering a shipbuilding renaissance for the whole of the UK. It reflects over £4 billion of investment in UK shipbuilding over the next three years. Implementation of this ambitious strategy is being led by the National Shipbuilding Office.

I am delighted with the progress already made since publication of the National Shipbuilding Strategy. In particular, the National Shipbuilding Office is now fully operational and brings with it a clear strategic focus on maximising the national benefits from Government shipbuilding activity. The Maritime Capability Campaign Office, the trade and investment arm of the National Shipbuilding Office, in the Department for International Trade is also fully established and is rapidly identifying new civil and defence export opportunities.

Other recent achievements include the announcement of the Chair and membership of the UK Shipbuilding Skills Taskforce, who will develop a strategy to boost skills and jobs in the shipbuilding industry. The second round of the multi-year Clean Maritime Demonstration Competition has also been launched as part of Department for Transport’s £206 million investment in a UK Shipping Office for Reducing Emissions, which will match-fund private investment in the commercialisation of clean maritime technologies. The Shipbuilding Enterprise for Growth, the main interface between Government and industry, has also met twice to drive implementation of the NSbS, and begun work to develop a model for the Shipyard of the Future and define UK Centres of Excellence.

Lastly, for all Ministry of Defence shipbuilding procurements, I have raised the percentage of the evaluation criteria that considers their contribution to social value to a minimum of 20%. This could include the extent to which procurements support skills development or supply chain resilience. We will also construct future contracts to ensure we maximise as much as possible either UK build, content or design, or all three.

answer text
I have committed to keep the House informed regarding Ajax programme, most recently through my Written Ministerial Statement of 19 May 2022 (HCWS42).

The Safety Panel that approved the user validation trials on 12 May at Bovington put in place, appropriately, a very cautious safety protocol, including pre and post-trial checks on the hearing of Service personnel, a level of monitoring more rigorous than that used for the trials of any other armoured vehicle. These checks included all individuals exposed to Ajax, and, alongside them, some who were not. We detected as a result of these protocols transient subtle anomalies in some individuals in both the exposed and non-exposed groups. I can confirm the hearing of all individuals concerned has returned to their pre-existing recorded levels, however I am withholding more detail to protect the medical confidence of the small number of personnel involved. The trials were paused on 13 May.

The occurrence of the transient anomalies detected is being followed up by the Army, supported by the Surgeon General, working with external experts to understand their significance.

14 Service personnel were recorded as crew for the independent Ajax trials conducted in June 2021 by Millbrook. Between July 2021 and 12 May 2022, a Safety Notice meant that Service personnel were not used as crew for any trials, including those conducted by Millbrook.

The trials conducted on 12 May 2022 were conducted at the Armoured Trials and Development Unit Bovington by Service personnel with active support and involvement by Millbrook.

answer text
In December 2021, Joint Service Publication (JSP) 985 on Human Security in Defence was published. JSP 985 recognised the need to consider the multiple and intersecting ways in which people face insecurity and provided guidance on how the UK Armed Forces can take account of this across all Defence activity. One of these forms of insecurity is food insecurity, which includes both physical and economic access to food that meets people's dietary needs.

The implementation of JSP 985 will ensure that the UK Armed Forces are better placed to protect people at home and overseas through a more detailed understanding of the root causes of crisis and conflict.

It is important that this is part of a coherent, cross-Government response to food security. Ministry of Defence officials regularly engage with colleagues from the Foreign and Commonwealth Development Office, Office for Conflict Stabilisation and Mediation and the Department for International Trade on this issue to ensure this is the case.
