The RSRS is not a revenue but a reduction in benefits to encourage movement of claimants over-occupying a property into a property of a suitable size.Between its introduction in April 2013 and March 2021, reductions in Housing Benefit and Universal Credit Housing Element from the RSRS totalled £2.8 billion.
