<p>The Government has made no assessment of the effect pay-as-you-drive car insurance on young drivers.</p><p>The insurance market is very competitive and there are a wide range of policies that young drivers can choose from. Pay-as you-drive car insurance policies are one of a number of measures that young drivers have the option to take to help them reduce their insurance premiums.</p>
