The Quality Assurance Framework and Commissioning for Quality Toolkit provide support and guidance for commissioners to undertake this appropriately, in line with their responsibilities. Where an exemption (FOI) or an exception (EIR) applied, all of the requested information was withheld on 239 occasions.
