PECS contracts include a Contract Delivery Indicator which requires women to be separated from men for at least 97% of all journeys made. Given the information is provided by the prisoners themselves and is not assessed, there will always be a margin of error in the figures. A proportion of prisoners will enter custody multiple times each year and may provide different answers to these questions over time.</p><p> </p><p>Prisons must be places of rehabilitation, which will ultimately reduce reoffending. Our Education and Employment strategy sets out how we will transform our approach to ensure prisoners develop the skills they need to secure employment on release. We have overhauled the prison education system and we implemented our new prison education contracts. Governors control their budget, including the power to choose providers and deliver learning that will best support their prisoners. This included the Ministry of Justice consultation on the Reform Programme entitled Transforming our Justice System, which set out the Government’s broad approach to reform and sought views on three specific sets of proposals: the assisted digital strategy; automatic online conviction and statutory standard penalty; and tribunal panel composition.</p><p> </p><p>HMCTS has spent the following amounts on academic research for evaluation of reform:</p><p> </p><p>2016/17: £220,000 for research on the Citizen user Experience</p><p>2017/18: £50,000 for research on the Professional User Experience</p><p>2017/18: £40,000 for a survey of SSCS appellants digital capability</p><p>2018/19: £49,000 for LSE evaluation of video hearings in tax</p><p>2018/19: £47,976 for research on Flexible Operating Hours</p><p> </p><p>HMCTS undertakes public consultation when reorganising estate or closing a tribunal building. answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>The table provides the rates of incidents of self-harm and self-inflicted deaths per 1,000 prisoners for the 12 month period to September 2018. On average, those who self-harmed did so 4.4 times, although a small number of prolific self-harmers have a disproportionate effect on this figure. The majority of those who self-harm in prison do so only once a year.</p><p> </p><p>The Government is taking unprecedented action to improve safety in prisons, including redoubling our efforts to prevent self-inflicted deaths and to reduce the levels of self-harm. We have recruited over 4,700 more prison officers since October 2016, and we now have the greatest number in post since early 2012. This is allowing us to implement the key worker role, allowing staff dedicated time to provide support to individual prisoners.</p><p> </p><p>We are improving support for prisoners in their early days in custody and working to improve the multi-disciplinary ACCT case management process for those at risk of suicide or self-harm.</p><p>We have rolled out a revised and improved Introduction to Suicide and Self-harm Prevention course. This is being completed by all new staff and as refresher training by all existing staff. The Civil Service sickness absence data is published annually.
