answer text <p>We have introduced a wide range of reforms to apprenticeships to improve their quality and to encourage employers across England to increase the number of apprenticeships that they offer.</p><p>New apprenticeship standards across all levels are being designed by industries to give apprentices the skills that businesses need. Over 400 standards are available for employers to use, with over 170 more in development, and we can see that employers are moving quickly to this new higher quality offer. There were 163,700 starts on apprenticeship standards in 2017/18, which is more than 6 times higher than the number of starts in 2016/17.</p><p>From April 2019, the amount that levy-paying employers can transfer to other employers will increase from 10% to 25%. The National Apprenticeship Service is working closely with the West Midlands Combined Authority to promote levy transfers from large employers, including HSBC and Lloyds, to local small and medium-sized enterprises in the automotive, digital and construction sectors.</p><p> </p>

answer text <p>We have noted the findings of the report published by the Education Policy Institute. We are already working with the sector on a number of the issues highlighted in their report. In March 2017, we published the attached early years workforce strategy, the government's plans to support employers to attract, retain and develop early years staff to deliver high quality provision: <a href="https://www.gov.uk/government/publications/early-years-workforce-strategy" target="_blank">https://www.gov.uk/government/publications/early-years-workforce-strategy</a>. As a result of the strategy, we have worked with sector stakeholders to develop criteria for new more robust level 2 qualifications, considered how the gender diversity of the workforce can be improved, as well as developing new career pathways information to support careers advice, recruitment and staff development: <a href="https://www.cache.org.uk/media/1417/dfe-career-pathway-map-v17.pdf" target="_blank">https://www.cache.org.uk/media/1417/dfe-career-pathway-map-v17.pdf</a>. The career pathways map is attached.</p><p> </p><p>We are supporting employer trailblazer groups to develop new apprenticeship standards for the early years workforce and have announced a £20 million investment in professional development and training for early years practitioners in pre-reception settings in disadvantaged areas.</p><p> </p><p>Employers in the early years sector are responsible for setting the pay and conditions for their employees, within the statutory requirements set by government (for example, national minimum wage).</p><p> </p>

answer text <p>We are making apprenticeships longer and better, with more off-the-job training and suitable assessment at the end. We have asked employers to lead on the design of new standards that will give apprentices the skills that businesses really need.</p><p>We are pleased with the changes we have seen to the balance of the programme, with the increase in the proportion of high quality apprenticeships since the introduction of the levy and wider apprenticeship reforms. 57.8% of people doing an apprenticeship are now starting on apprenticeship standards (in the first quarter of the 2017/18 academic year), compared to 35.8% this time last year.</p><p>Over 90% of employers with the largest levy declarations have set up an apprenticeship service account, showing that they are ready and willing to invest. To further support employers, we have already extended the amount of time that employers have to spend their levy (from 18 months to 24 months). We will increase the amount of funds that levy-paying employers can transfer to other employers from 10% to 25% from April 2019.</p>
