answer	answer is ministerial correction date of answer 20/03/2019 answer text <p>Funding for children’s services is made available through the local government finance settlement (LGFS), which gives local authorities flexibility to target spending according to local needs and to fulfil their statutory responsibilities, including services for children and families. Since 2010, the responsibilities of local authorities and the makeup of their funding streams have changed significantly. Therefore, wider spending power measures are not directly comparable over this period.</p><p>Over the 5 year period to 2019-20, councils have access, through the LGFS, to over £200 billion to deliver local services, including children’s services. Core spending power has increased from £45.1 billion in 2018-19 to £46.4 billion in 2019-20.</p><p>In addition to this the Autumn Budget announced a further £410 million in 2019-20 for local authorities to invest in adult and children’s social care services. The 2019-20 settlement confirmed that Core Spending Power is forecast to increase from £45.1 billion in 2018-19 to £46.4 billion in 2019-20. This is a cash-increase of 2.8 per cent and a real-terms increase in resources available to local authorities. This recognises both the growing pressure on local government’s services and higher-than-expected inflation levels. Local authorities spent approximately £604 million in 2015-16, £641 million in 2016-17 and £806 million in 2017-18 more on children’s services than they had budgeted for in each of those years. Local government core funding is unringfenced, and councils are responsible for setting their own service budgets according to local priorities. In any given month there would typically be over 2,000 transactions relating to FSF Training, of which a proportion would have been made via the DPS.</p><p> </p><p>The Hyperion accounting system used to record transactions does not identify DPS transactions separately. Whilst we could provide total expenditure for each supplier that we have contracted to use DPS with, we cannot easily separate out DPS transactions from other expenditure which may have been incurred with that supplier. A manual interrogation of various other systems would be required in order to provide the information requested, which would incur disproportionate cost.</p><p> </p><p>Attached is a list of suppliers who have been awarded Flexible Support Fund DPS call-off contracts from the commencement of the platform in 2016 until 31 December 2018, which was the latest Contracts Finder publication date for contracts valued at over £10K.
