answer text <p>Applications for a Universal Credit advance can be made in a number of ways: in person, by telephone and also online. To identify and collate the total number of applications made would incur disproportionate cost. Consequently, we do not hold the information requested.</p><p> </p><p>Universal Credit claimants may be eligible for an advance payment, in order to provide extra financial support for those who need it most. The Department has increased the maximum advance a claimant may receive at the start of their claim to 100 per cent of their indicative award and has extended the repayment period to 12 months. From October 2021, this maximum repayment period will be extended further to 16 months.</p><p> </p><p>Around 60% of eligible new claims to Universal Credit received an advance in January 2019. This shows that claimants are being made aware of advances and that our advance system is being utilised so people receive help when they need it.</p> more like this

answer text <p>The Independent Parliamentary Standard Authority (IPSA) was established to ensure MPs have the funding and support they need to conduct their parliamentary duties effectively. IPSA is also responsible for setting the level of the MPs’ Staffing Budget and for periodically consulting on all aspects of its expenses scheme, including on Members’ staff expenditure. At these times, Members and others are invited to respond to IPSA’s consultations and to suggest amendments to its scheme.</p><p>It is for individual MPs themselves to decide how their own staffing arrangements best support their work and how they respond to campaigning organisations such as 38 Degrees.</p><p>In respect of oversight of IPSA’s budgets, the Speaker’s Committee for the Independent Parliamentary Standards Authority is in place to approve its annual estimates of resources. In addition, the Administration Committee meets representatives from IPSA to consider its support for Members and the way it operates its scheme.</p>

answer text <p>The UK continues to show leadership in responding to the humanitarian crisis in Yemen, with the Prime Minister recently committing £200 million of support for the 2019/2020 financial year. This funding will meet the immediate food requirements of over 3.8 million Yemenis for a month and brings the total UK commitment to Yemen to £770 million since the conflict began in 2015.</p><p>The UK only channels support through organisations with a strong record of delivering and monitoring assistance, such as UN agencies and international NGOs. These organisations continue to deliver aid in Houthi controlled areas, where the majority of Yemen’s population live, with the UN Humanitarian Coordinator working tirelessly to improve aid delivery and ensure those most in need are being reached.</p><p>Humanitarian actors often report facing bureaucratic obstacles, including waits for visas and multiple permissions to travel through governorate and district-level checkpoints. The UK continues to call urgently on all parties to facilitate safe, rapid, and unhindered access for both the humanitarian response and commercial supplies.</p>

answer text <p>We are rolling out pre-recorded cross examination, provided for Section 28 of the Youth Justice and Criminal Evidence Act 1999, for vulnerable witnesses in Crown Court centres in England and Wales. Our plans for Section 28 involve witnesses giving evidence in court centres, with the exception of Durham, where arrangements are already underway for evidence to be provided from a non-court site at a Sexual Assault Referral Centre. Once these arrangements are properly embedded, further options, including non-court sites, will be considered for roll-out in the future.</p> more like this

answer text <p>The Ministry of Justice publishes information on the average number of days from offence to completion for all completed cases involving young offenders. This can be found here in the supplementary tables Annex E; <a href="https://www.gov.uk/government/statistics/youth-justice-statistics-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/youth-justice-statistics-2017-to-2018</a>. The published data relates to all completed cases regardless of outcome, it does not breakdown by persistence or sentencing (i.e. guilty and not guilty).</p><p> </p><p>The Ministry of Justice can identify persistent young offenders from arrest to completion but in order to link data to sentence outcomes we would need to do manual checks of a large data set and such information could only be obtained at disproportionate cost.</p> more like this

answer text <p>The department has established a new regulator, the Office for Students (OfS), and has given it the legislative powers and a clear remit to create the conditions in which the interests of students are consistently prioritised, and in which a diversity of high quality institutions can thrive. The OfS holds providers to account for delivering well-designed courses that offer successful outcomes for all of their students.</p><p>The department is taking a number of steps to enhance the information, advice and guidance available to anyone considering higher education. In particular:</p><ul><li>We have introduced the Teaching Excellence and Student Outcomes Framework to provide students with reliable information about the quality of teaching and outcomes they can expect from different institutions.</li><li>Through the Higher Education Open Data Competition, we are supporting the development of new, innovative digital tools to help provide information to prospective students on graduate outcomes.</li><li>We are working with the OfS to redesign the higher education course comparison website, Unistats, by autumn 2019.</li></ul>

answer text <p>The Government is committed to building an economy that works for everyone, including young people. About 350,000 workers under the age of 25 are expected to benefit from inflation-beating increases in the National Minimum Wage rates in April 2019.</p><p> </p><p>For those young workers, the rates are set as high as possible without damaging their employment prospects, drawing upon advice from the independent Low Pay Commission. The priority is to help them secure work and gain experience and the evidence shows that it is working. The unemployment rate for people aged 16 to 24 is 11.8%, down from 20% in 2010. However, it is still above the unemployment rate for people aged 25 or over (less than 3%), which demonstrates the need to give young people support in getting on the career ladder.</p><p> </p><p>The Government notes the Low Pay Commission’s intention to review whether the current structure of the National Minimum Wage rates remains fit for purpose, and it will carefully consider its recommendations which are due later this year.</p>
