UK aid to the Palestinian Authority (PA) is used exclusively to pay the salaries of vetted health and education public servants, including teachers, doctors and nurses, in the West Bank. Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance through the European Union Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE), ensuring UK funding is not diverted. The UK has never allocated aid to the Martyrs Fund to which you refer and we have always had financial safeguards in place to ensure UK aid reaches the intended beneficiaries. The fund makes payments to Palestinian families who have a family member that has died or been wounded ‘whilst resisting the occupation’. We do not hesitate to raise instances of incitement with the Palestinian Authority and we use our strong partnership to lobby them to make sure payments from the Martyrs Fund cover only family members’ needs. We also want the system to be more transparent. answer	answer is ministerial correction date of answer 10/01/2019 answer text <p>It is the responsibility of local providers and commissioners of NHS services to make the reasonable adjustments required by the Equality Act 2010 to ensure that disabled people, including those with hearing impairments, are not placed at a disadvantage compared to non-disabled people.</p><p> </p><p>Additionally, under the NHS Constitution for England, National Health Service organisations are required to provide high quality comprehensive services, based on clinical need, which do not discriminate between patients on the basis of disability, including people with hearing impairments.</p><p> </p><p>In order to reduce the unacceptable variation in the provision of accessible information and communication support to disabled people, all organisations in England that provide NHS care or publicly-funded adult social care have been legally required to follow the Accessible Information Standard since 1 August 2016. This ensures that people with a disability, impairment or sensory loss are provided with information they can easily read or understand, with support, so they can communicate effectively with services.
