<p>No such estimate has been made but the independent Migration Advisory Committee report ‘<em>EEA migration in the UK: Final report</em>’ concluded “the benefits for existing residents of high-skilled migration seem clear. The evidence is less clear on whether low-skilled migration (perhaps those in the bottom 25 per cent of the earnings distribution) has had costs or been broadly neutral”.</p>
