<p>Under the devolved arrangements relating to the railways in Scotland, the Caledonian Sleeper service is solely the responsibility of the Scottish Government and operates under a franchise procured by Scottish Ministers. It has therefore not been the subject of substantive discussions between the Scottish and UK Governments in recent years.</p>
