answer text <p>The Department for Work and Pensions works closely with the Financial Conduct Authority to ensure that pension savers benefit from comparable protection whether they are members of an occupational pension scheme or a workplace personal pension scheme. This includes considering together how best to ensure that schemes take appropriate account of climate change risks and other financial risks material to their investments.</p><p> </p><p>Last month government laid regulations which, from October 2019, will require trustees of occupational pension schemes to set out how they take account of climate change and other risks that are material to their investments.</p><p> </p><p>The Financial Conduct Authority will consult in the first quarter of 2019 on a rule change to require the Independent Governance Committees of workplace personal pension schemes to report on their firm’s policy on evaluating financially material considerations, including climate change.</p><p> </p> more like this

answer text <p>Research published by my department in March 2018 showed that section 106 planning obligations and the Community Infrastructure Levy raised £6 billion in 2016/17 towards affordable housing and infrastructure.</p><p>We have set out a new approach to viability assessment in the revised National Planning Policy Framework, published in July 2018. These reforms will mean that developers know the contributions that they are expected to make and local communities are clear about the infrastructure and affordable housing they will get.</p><p>The Government will monitor and evaluate the reforms brought forward in the NPPF to ensure they are having the intended effect.</p> more like this

answer text <p>As part of the preparation of the revised National Planning Policy Framework, representations were received from local authorities and neighbourhood planning groups across the country, as well as groups that have a focus on countryside issues.</p><p>Officials also proactively reached out to communities through a series of regional events run by the Planning Advisory Service and the Royal Town Planning Institute.</p><p>The Framework confirms that in rural areas, planning policies and decisions should be responsive to local circumstances and support housing developments that reflect local needs.</p><p>It is for local authorities to consider how to implement the National Planning Policy Framework in their area through the plan-making process.</p> more like this

answer text <p>The Government recognises the importance to communities of design quality in the built environment for new development. A design team and an architectural adviser to Government have been established, in order to promote design quality and beauty across policy and programmes.</p><p>Design quality is an integral part of the recently revised National Planning Policy Framework, which states that development should be “visually attractive as a result of good architecture, layout and appropriate and effective landscaping”. The importance of beauty is also highlighted in Government programmes, including the Garden Cities, Towns and Villages programme.</p><p>The Government is taking a proactive approach to sharing evidence of beauty in the built environment, and my department hosted the Government’s first design quality conference in April this year. New planning guidance will emphasise the importance of community engagement in plan making and design of projects, and the need to focus on qualities such as the appearance of new development, that appeal to residents and neighbours.</p>

answer text <p>The Government are aware of the role that the Built Environment has to play in the prevention of antisocial behaviour and crime. Within the revised National Planning Policy Framework it states that development should seek to provide environments that are “safe and accessible, so that crime and disorder, and the fear of crime, do not undermine the quality of life or community cohesion.” Planning practice guidance will provide further advice in relation to crime prevention.</p><p><br>Existing planning guidance refers to Secure by Design, a standard for security in the design of places and spaces between buildings. The standard makes recommendations for parts of development that might at risk of crime and provides an advisory service to help design out crime. The requirements in Secure by Design that relate to security of the home are a requirement under Part P of the Building Regulations. The revised planning guidance will continue to reference Secure by Design standards.</p><p>With regards to assessing the relationship between the Built Environment and crime, no evidence has yet been gathered. However, social value, which includes the creation of safe places for people to live and work, is something that we are in the process of addressing.</p>

answer text <p>The government opposes the use of the death penalty in all circumstances and has no plans to reintroduce it. We are also actively advocating for the global abolition of the death penalty. This includes meeting with foreign delegations, who have the death penalty, to set out our alternative sentencing framework. There is no evidence that capital punishment acts as a deterrent to violent crime. Furthermore, the reintroduction of the death penalty would bring with it the very real risk that some innocent people would die.</p> more like this
