answer text <p>The Foreign Secretary has been clear that ethnic cleansing has taken place in Rakhine, and that the violence of August and September 2017 may even constitute genocide, though that would be a determination for an international court to make. We are supporting the UN Fact Finding Mission into human rights violations and abuses in Burma, in particular Rakhine; we await its final report in September 2018. On 31 May, the Burmese Government announced a Commission of Inquiry. We have made clear that there must be a credible, transparent and impartial investigation, which holds to account the perpetrators of atrocities in Rakhine State.</p><p>As I told the House of Lords on 12 June, the Government is currently unable to make a full assessment of the situation in Kachin State due to access restrictions.</p> more like this

answer text <p>​We have repeatedly urged Burma to lift restrictions on access to Burma and to specific regions within Burma for aid agencies, journalists and diplomats and politicians. We shall continue to do so when meeting Burmese Government officials. Given the depth of international concern about the treatment of minority groups in Burma it is all the more important that international representatives and observers are able to operate across the country and report freely what is happening.</p> more like this

answer text <p>I raised the UK's concerns about the persecution faced by Rohingya Muslims, Christians and other minorities in Burma in my speech to the Human Rights Council of 27 February 2018.</p><p>Our Embassy in Burma has been supporting local projects addressing the drivers of prejudice and inter-communal violence. In 2017 it delivered a two-day inter-faith dialogue in partnership with the Myanmar Institute of Theology; and a workshop for civil servants, parliamentarians and non-governmental organisations.</p><p>We ensured that the UN Security Council letter of 31 May to Burma called for an independent and transparent domestic investigation with international involvement.</p> more like this

answer text <p>More than 700,000 Rohingya have fled into Bangladesh since August last year, and urgently need food, shelter, and medical help. Those who have stayed in Burma also need help immediately. The UK is a leading donor to the humanitarian effort in Bangladesh, having committed £129m to help since last August. Our help has ensured that more than 391,000 children under the age of seven have been vaccinated, 450,000 people have benefited from support to make their shelters more resistant to heavy rain, and our aid will ensure 250,000 people will continue to have access to safe water through the rainy season. We are supporting 30 ‘child friendly spaces’ to support children with protective services and psychosocial and psychological support, and 19 women’s centres will offer a safe space, psychosocial support and activities to women and girls. We have also provided £1 million to the Red Cross and £2 million to the World Food Programme (WFP) to provide assistance in northern Rakhine in Burma.</p>

answer text <p>The UK is actively engaged at the United Nations, seeking to sustain international commitment to resolving the Rohingya crisis and address other issues of concern in Burma. The UK secured a UN Security Council Presidential Statement on the situation in Rakhine in November 2017, and co-led the Security Council's visit to Burma of 30 April-1 May.</p><p>The UK co-sponsored the UN Human Rights Council resolutions on Burma in March 2017 (which established the Fact Finding Mission), December 2017 and March 2018, ensuring the Council called for an end to violations of international human rights law and international humanitarian law by parties to Burma's internal conflict. The UK encouraged the appointment of a new UN Secretary General's Special Envoy to Myanmar, who took up her position in June.</p> more like this

answer text <p>A copy of the progress report will be placed in the Libraries of both Houses.</p><p>On the assumption that the Regulation is adopted and takes effect before the end of the Implementation Period, the rules will become applicable in UK law. It should be noted that many aspects of UK rail passenger rights already go beyond the minimum EU requirements, providing comprehensive protection for passengers. answer text <p>HS2 Ltd is the procurement authority for the Main Works Civils contracts and manages the delivery of milestones within the controls set out by the Department in the Development Agreement and the Framework Document. answer text <p>There is no national performance standard for missed appointments and, as stated in my answer of 19 March, the information is not collected centrally. However, this is an issue which the Minister of State for Health (Stephen Barclay) has asked Departmental officials to consider.</p><p>Costs associated with hospital appointments are determined by a range of locally determined factors including appointment duration, the workforce requirement and the clinical complexity of each appointment. This ensures out-patient services meet the needs of patients and these will differ across the country.</p><p>National Health Service staff are able to use time resulting from missed appointments productively, however. This may include undertaking a variety of additional tasks including support to other patients, or spending time on personal development and training.</p> more like this

answer text <p>All Service personnel killed in Iraq and Afghanistan were repatriated to the United Kingdom and each death was subject to an investigation carried out by a Coroner (or Procurator Fiscal in Scotland). It is for the Coroner to determine the scope of an inquest including the application of Article 2 of the European Convention on Human Rights.
