answer	answer is ministerial correction date of answer 15/12/2016 answer text <p>In 2015 the Rural Payments Agency (RPA) offered a hardship fund to help farmers with delayed payments and in financial need.</p><p> </p><p>For 2016, the RPA began making Basic Payment Scheme (BPS) payments when the payment window opened on 1 December. On 13 December the Agency announced that it had made payments, worth £8<del class="ministerial">8</del>2<ins class="ministerial">2</ins> million, to approximately 68% (around 59,000) of eligible claimants with a range of claim types and sizes, including those inspected and with common land. The RPA remains focused on paying 90% of eligible claims by the end of the month.</p><p> </p><p>The RPA is working with a range of farming help organisations such as the Farming Community Network and the Citizens’ Advice Bureau. Network Rail, as the infrastructure provider, is best placed to do this. However, the government, working with the City of London Police and other partners as part of Project Bloom, is aware that many scams in the UK, and the true extent of associated losses, go un-reported. The true extent of losses may also only become apparent some time after the initial report and increases in fraud reports could be due to a number of factors, for example increased industry reporting or rising awareness amongst the public due to high profile information campaigns.</del></p><p> </p><p><del class="ministerial">The Government takes the issue of pension scams very seriously, which is why, on 5 December 2016 we launched a public consultation on a package of measures aimed at tackling pension scams.
