answer text <p>Local authorities receive funding for early years places through the Dedicated Schools Grant and are responsible for deciding how best to distribute this funding. They are required to fund all early years providers, including free schools with nursery provision, who meet the quality requirements set out in statutory guidance. answer text <p>The Department for Education received 69 Local Authority applications for the delivery of the three and four year old extended entitlement, a year earlier than planned. answer text <p>As with all free schools, Collective Spirit received a project development grant before the school was open and a post-opening grant after the school had opened. The details of these grants are published on GOV.UK: <a href="https://www.gov.uk/government/publications/revenue-expenditure-for-free-schools" target="_blank">https://www.gov.uk/government/publications/revenue-expenditure-for-free-schools</a></p><p>Since the school opened in 2013, the revenue funding of the school has been on a per-pupil basis equivalent to other schools in the local authority area.</p><p>We are currently in the process of confirming both the site acquisition and construction costs for this school. The Regional Schools Commissioner, Vicky Beer, has requested an action plan from the trust and will be working with them to identify appropriate and sustained improvements.</p><p>If the trust’s plans fail to convince the department that they are able to make the necessary improvements, we will not hesitate to consider more formal intervention.</p> more like this

answer text <p>Cashless payment systems can have a number of advantages, including better queue management, removing issues around pursuing payment and reducing potential stigma for those claiming free school meals. However, it is for governing boards to decide the best system for collecting payment for school lunches and the department does not collect data on how many schools use such systems. answer text <p>The data is not held in the format requested but there are layers of protection of playing field land. These include legislative safeguards in the School Standards and Framework Act 1997 and the Education Act 1998 and, in the case of academies, further safeguards in academy funding agreements. The Secretary of State must give consent prior to the disposal of public land which is currently used for any school or which has been used for a school in the last eight years. We publish a list of departmental decisions on applications for consent to dispose of school playing field land since May 2010 on GOV.UK at:</p><p><a href="https://www.gov.uk/government/publications/school-land-decisions-about-disposals" target="_blank">https://www.gov.uk/government/publications/school-land-decisions-about-disposals</a>.</p><p> </p><p>The Secretary of State does not routinely write to schools to remind them of their obligations; it is the land owner’s obligation to ensure that it meets its legal responsibilities.</p>

answer text <p>Having access to age appropriate books is an important part of the development of all children, including those who are looked-after. It is an integral part of every local authority’s responsibilities to promote the educational achievement of the children it looks after, including through encouraging their curiosity for reading. This includes ensuring that foster carers see the value of and encourage children of all ages to enjoy reading.</p><p> </p><p>In 2015, 120 local authorities took part in BookTrust’s Letterbox Club scheme (<a href="http://www.letterboxclub.org.uk/local-authorities/" target="_blank">http://www.letterboxclub.org.uk/local-authorities/</a>). As part of this scheme, looked-after children aged 5 to 13 in participating local authorities receive a colourful parcel of books, maths activities, stationery and other complementary materials once every month for six months.</p><p> </p><p>To support their learning, looked-after children aged 3 and 4 attract Early Years Pupil Premium funding, which is managed by the Virtual School Head in the authority that looks after them.</p>

answer text <p>Multi-Academy Trusts (MATs) do not formally apply to their Regional Schools Commissioner (RSC) for approval to expand. Rather, it is the individual academy or free school seeking to join the MAT that applies to the RSC. These decisions are made on a school-by-school basis. As at 23 June 2016, 66% of all open academies and free schools are part of a MAT. In the 2015/16 academic year to date, over 90% of new academies opened as part of a MAT.</p><p>Whilst the department does not record the number of rejected applications from schools seeking to convert to academy status and join a MAT, the Department does publish details of all academy and free schools that are in the pipeline.
