answer	answer is ministerial correction date of answer 02/11/2015 answer text <p>Electrification of the line should be completed north from Bedford to Ketteringand Corby in Northamptonshire by 2019 and the whole line north from Kettering to Leicester / Derby/ Nottingham &amp; Sheffield by 2023.</p><br /><p>Network Rail is proposing that line speed and capacity improvement works forming the remainder of the improvement works to the line will be co-ordinated with electrification in order to minimise disruption to passengers on the route.</p><p>Sir Peter Hendy has been asked to review Network Rail’s enhancement portfolio, so that works may be delivered over a more realistic timeframe. Franchise competitions are designed to allow train operators an adequate financial return while at the same time ensuring they can fulfil their franchise commitments and obligations in full. Last year the Department received net £1.2bn premium from franchised train operators. The Civil Aviation Authority (CAA) regulates compliance with this requirement through its oversight of such operators.</p><br /><p>The CAA is reviewing certain aspects of the safety of operations at RAF Northolt. This review will conclude shortly and, if necessary, appropriate action could be taken in respect of civil operations.</p><br /><p>The CAA and the Ministry of Defence are also working on a memorandum of understanding which will allow the CAA to discharge its functions in respect of military aerodromes open to civil use. In particular, this will ensure that operators continue to have access to all necessary information to make an assessment of adequacy of a military aerodrome for the proposed flight.</p><br /><p>My officials have discussed RAF Northolt with the CAA on a number of occasions.
