Data for the years 2011 to 2013 are shown in the following tables. Due to routine updating of the commodity codes by Eurostat, wood pellets were coded as ‘44013020 - Sawdust and wood waste and scrap, agglomerated in pellets’ in 2011 but then classified to the new code ‘44013100 – wood pellets’ in 2012 and 2013. For this analysis we have combined these two headings to provide a consistent series. These values are publically available here:</p><p><a href="https://www.gov.uk/government/publications/valuation-of-energy-use-and-greenhouse-gas-emissions-for-appraisal" target="_blank">https://www.gov.uk/government/publications/valuation-of-energy-use-and-greenhouse-gas-emissions-for-appraisal</a>.</p><p>These carbon values relate to the estimated cost of mitigating emissions consistent with the UK’s short and long-term greenhouse gas emissions targets.</p><p>For appraising policies that reduce or increase emissions in sectors covered by the EU Emissions Trading System, a ‘traded price of carbon’ is used. This is based on estimates of the future price of emissions allowances and, in the longer term, estimates of future global carbon market prices. answer	answer is ministerial correction date of answer 06/11/2014 answer text <p>The Department is currently working with the Council Tax Partnership Forum and local authorities to identify appropriate and proportionate data for the independent three-year review of the local council tax support policy.</p><p> </p><p>The timetable, coverage, process for data collection and detailed terms of reference for the review will be agreed and published in due course.</p><p> </p><p>Spending on council tax benefit doubled under the last Government, costing taxpayers £4 billion a year—equivalent to almost £180 a year per household. Welfare reform is vital to tackle the budget deficit by the last Administration.</p><p> </p><p>Our reforms to localise council tax support now give councils stronger incentives to support local firms, cut fraud, promote local enterprise and get people to into work. question text	To ask Her Majesty’s Government what arrangements are in place to ensure reasonable adjustments for people with learning disabilities who are released from custody on licence so that the licence conditions are (1) necessary, and (2) proportionate.

answer	answer is ministerial correction date of answer 05/11/2014 answer text <p /> <p>All offenders released from custody on licence are subject to six standard conditions. There are no exceptions. The standard licence conditions include requirements to keep in touch with their supervising officer, to seek permission prior to obtaining employment or moving address, and restrictions on travel outside the UK.</p><p> </p><p>It is also possible for additional conditions or restrictions to be placed upon the licence - for example, to prevent the offender in question from contacting a previous victim, or from visiting certain locations or premises. Any additional condition must be justified as being necessary for the effective management of the offender in question, as well as being proportionate to the risk the offender poses.</p><p> </p><p>The process for requesting and approving any additional conditions is the same for all offenders released on licence, so that the supervising officer may have specific regard to any offender with learning disabilities. If the supervising officer who manages the case considers that additional conditions are necessary and proportionate, they must request these of the Governing Governor of the releasing prison, or the Parole Board, whoever has responsibility for release in that case.
