The pace of deployment has increased from 10,000 premises a week gaining availability of superfast broadband in early 2014 to 20,000 a week now and this will increase to 40,000 per week by the Summer of 2014.</p><p> </p><p>With respect to impact on SME's, the Broadband Impact Study – Impact Report, an expert report by analysts SQW (with Cambridge Econometrics), revealed the Government's investment in superfast broadband will deliver a major boost to the UK economy; for every £1 the government is investing in broadband, the UK economy will benefit by £20 by 2024. It also demonstrated that the benefits will be shared across the UK, helping the rebalancing of our economy; approximately 89 per cent of the benefits will be in areas outside London and the South East of England with rural areas set to benefit most.</p><p> </p><p>The report focussed on impacts of mass market broadband services – i.e. ‘affordable broadband' for SMEs and households – and estimated that by 2024, net annual GVA impacts attributable to intervention include:</p><p> </p><p>· £0.8 billion from safeguarding local enterprise employment,</p><p>· £5 billion from productivity growth for broadband-using firms,</p><p>· £0.3 billion from improved teleworker productivity, and</p><p>· £0.2 billion from increased labour force participation.</p><p> </p><p>The majority of these benefits will be to SMEs, and over half to rural areas.</p> answering member printed Lord Gardiner of Kimble question first answered 12/05/2014 12:00:00 answering member 4161 label Biography information for Lord Gardiner of Kimble

answer	answer is ministerial correction date of answer 14/05/2014 answer text <p> </p><p> </p><p> </p><p>The UK works closely with the French authorities on matters of border security and cross border criminality to maintain the integrity of our joint border controls. <br><br>The Home Office and Border Force regularly meet the French at Ministerial, official and operational level to enhance our effectiveness in tackling irregular migration and organised immigration crime, including between Calais and Dover.</p><p> </p><p>Recent collaboration has resulted in a grant of £2 million from the UK to replace and upgrade the Passive Millimetre Wave Imaging (PMMWI) equipment currently deployed in the ports of Calais and Coquelles.</p><p>In respect of the UK response to increase our impact on Organised Immigration Crime in France (especially northern France) Border Force have established a UK Task Force (Op Groundbreaker) and assembled Intelligence /Investigation Officers from Immigration Enforcement, Border Force, National Crime Agency and Kent Police. Our support provides work and an income to 5,300 vulnerable refugees in Gaza, and short term placements to boost the skills and employability of around 1,000 refugee women. We provide long term, predictable support to UNRWA's General Fund, around 33% of which is spent in Gaza. Our support to the UN Access Coordination Unit helps 24 UN agencies and 90 INGOs get aid and goods into Gaza. Through our programme we are also helping to develop the Palestinian private sector. answer	answer is ministerial correction date of answer 14/05/2014 answer text <p>The Organisation for Security and Co-operation in Europe (OSCE) has been at the forefront of the international response to the crisis in Ukraine over recent months. The crisis has been a regular topic of discussion on the Organisation's agenda since the Permanent Council met to discuss it in special session on 3 March. Both the Permanent Council and the Forum for Security and Co-operation have discussed Ukraine on numerous occasions since then.</p><p> </p><p>The OSCE has launched a number of initiatives to contribute towards de-escalation of the crisis. On 21 March the Permanent Council agreed to the deployment of a Special Monitoring Mission (SMM) to Ukraine. That Mission, which includes a UK Deputy Chief Monitor and 9 UK staff, swiftly deployed across the country with a mandate to gather information, report on the security situation and assess how best to meet the concerns of all parties. The Mission is providing regular reporting and recently played a key role in the negotiation of the safe release of the Vienna Document unarmed military inspectors who had been detained in Slavyansk. In Geneva on 17 April the US, the EU, Ukraine and the Russian Federation agreed that the Mission should have a role in verifying the implementation of agreed steps towards de-escalation. The Government fully supports this Mission's work and is actively backing it with both finance and personnel. The UK has so far contributed over £1 million and is currently the second biggest contributor to the Mission's core costs.</p><p> </p><p>In addition to the SMM, the OSCE has been active in Ukraine through the work of its autonomous institutions, the High Commissioner on National Minorities and the Representative on Freedom of the Media, while there has been a rolling programme of visits by unarmed military inspectors under the Vienna Document 2011. The Office for Democratic Institutions and Human Rights (ODIHR) is sending a large scale mission of 1000 observers to monitor the Ukrainian Presidential Elections on 25 May. The UK will be providing 10% of the total number of observers with 10 Long term Observers and 90 Short Term Observers.</p><p> </p><p>There are no current plans for an OSCE Summit, while the next formal Ministerial Council is due to take place in Basel, Switzerland on 4-5 December 2014. However the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), been in regular contact with OSCE Chairman and Swiss Foreign Minister Didier Burkhalter, most recently when they met in Vienna on 6 May, while the Minister for Europe, my right hon.
