The administration of the penalty <br>scheme and administrative debt recovery processes have been reviewed, including <br>with Cabinet Office input and are being streamlined and further improved. <br><br>The information on the number of civil penalties levied is provided in the <br>following table. Data has been provided from £2,500 upwards as this is the <br>minimum penalty value that is levied in line with the published penalty <br>calculation framework. However, as the scheme is based on vulnerability, including women and children at risk, people with medical needs and survivors of torture and violence, it would not be appropriate for us to release details of where individuals are being placed, as this may undermine their privacy and recovery.<br><br>The first beneficiaries of the scheme arrived in the UK on 25 March. answer	answer is ministerial correction date of answer 07/04/2014 answer text <p> </p><p>In December 2013 the Home Office published guidance for local authorities which sets out the range of legislative tools they can use to tackle the 'head shops' <br>where legal highs are often sold. This was developed in collaboration with the Department for Communities and Local Government, the Local Government Association and the Trading Standards Institute. The guidance covers offences head shops may be committing under the Misuse of Drugs Act 1971, the Intoxicating Substances (Supply) Act 1985, and various consumer protection regulations.<br><br>The Home Office also provides local authorities and their trading standards officers with technical and financial support with drug testing through the Forensic Early Warning System. This supports local authorities in their action against the sale of legal highs by helping them to identify the contents of legal high products. To date, we have brought well over 250 substances under control through the use of ‘generic' legislation and temporary class drug orders. We also work closely with law enforcement to tackle this reckless trade. Concerted action, started in November 2013, has so far resulted in over 40 arrests and seizures of new psychoactive substances, including 9 kilograms by Kent Police. <br><br>Last summer we also ran a targeted communications campaign to raise awareness of the risks in taking new psychoactive substances amongst young people; providing information on these substances through our FRANK online service. <br><br>However, we accept that more can be done, hence my announcement on 12 December 2013 of a review by an expert panel to look at how the UK's response to new psychoactive substances can be enhanced beyond the existing measures. The expert panel includes a senior policy advisor from the Local Government Association to inform the work of the panel from a local government perspective. answer	answer is ministerial correction date of answer 08/04/2014 answer text <p> </p><p> </p><p>Following the High Court ruling in the judicial review HC vs (1) Secretary of <br>State for the Home Department and (2) Commissioner of Police for the <br>Metropolis, the Government made changes to the Police and Criminal Evidence Act <br>1984 Codes of Practice C &amp; H, which govern the treatment of detained persons in <br>police custody. The changes, which came into effect on 21st October 2013, have <br>the effect of requiring the police to treat 17 year olds in police custody as <br>children by providing, as a matter of course, Appropriate Adults and to inform <br>a person responsible for the welfare of the 17 year old of their detention. <br>These changes are mandatory. <br><br>I refer the Hon. Member to a statement made by my Rt. Hon. A penalty may be <br>reduced for a number of reasons, including if it was a first visit to the <br>business; if the employer co-operated with the visit; or if the employer can <br>provide evidence that a partial check has been undertaken. Decisions on the provision of accommodation for victims of domestic abuse are for local authorities: we expect local authorities to build services based on the needs of their communities, taking account of locally available data sources.</p><p> </p><p>The dynamics of domestic abuse mean that accommodation can play an important role in the resolution of interpersonal abuse and conflict. This is why the homelessness legislation in England provides one of the strongest safety nets in the world for families with children and for vulnerable people who become homeless through no fault of their own.</p><p> </p><p>There is a range of support for victims of domestic abuse. Some victims will be accommodated in refuges, but Sanctuary Schemes and mainstream local authority accommodation may be an option for others, while some victims will pursue independent solutions with help and advice from support schemes as necessary.</p><p> </p><p>This Department funds UKRefugesOnline a UK wide database of domestic violence services which supports the national 24 hour free phone domestic violence helpline. This service enables those working with victims of domestic violence to identify appropriate services and potential refuge vacancies around the country so that victims can get the help they need as quickly as possible.</p><p> </p><p>This Government has ring-fenced nearly £40 million of stable funding for specialist local domestic and sexual violence support services until 2015. This funding is used to part-fund 54 Multi Agency Risk Assessment Conference coordinators and 144 Independent Domestic Violence Advisors.
